Today, in the sacred and proud atmosphere of the whole country celebrating the 80th anniversary of the August Revolution and National Day 2/9, we will attend the Opening Ceremony of the new school year, the 80th anniversary of Uncle Ho's first letter to students nationwide and the 80th anniversary of the establishment of the National Ministry of Education - the predecessor of today's Ministry of Education and Training.
This is an opportunity for us to review the glorious tradition and express gratitude for the contributions of generations of teachers, teachers, and educational managers across the country. At the same time, this is also an opportunity to affirm the determination to strongly innovate, so that education is truly the top national policy, a key driving force for national development, for the future of the nation.
On behalf of the Party and State leaders, I would like to send my warmest greetings and best wishes to teachers, educational management staff, and all students nationwide. Wishing the education sector to continue to have breakthrough developments, worthy of the tradition of studiousness and aspiration of the heroic Vietnamese nation. Congratulations to the Ministry of Education and Training for being awarded the First Class Labor Medal.
Dear comrades, teachers, teachers and students!
Our ancestors once taught: "Studying must go hand in hand", "talent is the national resource"; Uncle Ho, in a letter to students on the first day of school in September 1945, wrote: "From now on, they will start to receive a complete education in Vietnam... absorbing an education in an independent country, an education that will train them to become useful citizens for Vietnam, an education that completely develops their available abilities". Those teachings have been and continue to be the goal to strive for, the motto of action of the country's education system.
80 years ago, right after the success of the August Revolution, the Provisional Government established the National Ministry of Education - a strategic decision, laying the foundation for the new education of independent Vietnam. Along with that, the "Folklore learning" movement has broken out strongly with the motto "those who know how to read and teach those who do not know how to read". Illiteracy is becoming the "opening front" to improve people's knowledge and unlock human resources for the nation. Recalling those sacred moments, we are reminded of the merits of President Ho Chi Minh and his predecessors, recognizing the great contributions of generations of teachers who have "dedicated themselves to beloved students" and to the cause of education.
Dear comrades,
Over the past 80 years, whether in the smoke of war or in the cause of peace building, Vietnamese revolutionary education has always been at the forefront: creating human resources, nurturing talents, contributing to the victory of the cause of national liberation, national reunification and development. Especially since the renovation, education and training have continuously expanded the network, improved quality, and gradually integrated internationally.
In addition to the very proud achievements, we also seriously acknowledge that the quality of education is not yet uniform, the regional gap is still large. Basic and comprehensive innovation is not yet synchronous, and there is still confusion in both awareness and action. Higher education is slow to innovate, the linkage of training - research - labor market is not tight. Teaching methods in many places have not encouraged creativity and self-study ability. Facilities, digital transformation and international integration are still limited and inadequate. There is a period when education has not fully promoted its role as a driving force for development. These are problems that require us to be determined to overcome.
Dear comrades,
Our country is entering a new stage of development, with the goal of becoming a modern industrialized country by 2030, and becoming a developed country with high income by 2045. In the context of globalization, strong development of the knowledge economy, science and technology and digital transformation, education and training must further maintain its leading national policy position, becoming a key driving force for national development.
Recently, the Politburo issued Resolution No. 71 on breakthroughs in education and training development. This month, the Secretariat will organize a National Conference to disseminate and implement this resolution. This is a resolution of great significance, with a strategic vision, with major and specific goals, strong breakthrough tasks and solutions, bringing Vietnamese education and training into the flow of world education. To quickly put the resolution into practice, I suggest:
The entire Party must strongly innovate the leadership thinking for education, not imposing old standards for a modern education system, but needing to direct closely, substantially, organize drastic, effective implementation, consistently considering education as the top national policy.
The National Assembly needs to continue to improve the legal system, creating a smooth, stable and advanced legal corridor for the cause of education and training innovation.
The Government increases investment, ensures financial resources, facilities, and staff; at the same time, resolutely removes bottlenecks in mechanisms and policies to unblock and mobilize all social resources for education.
The Fatherland Front, unions, and social organizations need to promote the strength of great solidarity, encourage and spread the movement of the whole people to care for the cause of educating people.
The education sector needs to pioneer in innovating thinking, methods, and governance; building a team of teachers who have both knowledge, ethics, and the desire to contribute. Teachers must be shining examples, a source of inspiration for their students. Students must nurture great ambitions and aspirations, study and practice to become global citizens, gradually integrating into international standards while always maintaining Vietnamese identity and soul.
To successfully carry out the cause of education and training innovation in the new period, I would like to emphasize some major orientations:
First, strongly innovate thinking and action. Shift from "rectified" reform to creative thinking - leading national development through education; taking quality - fairness - integration - efficiency as a measure; tightening enforcement discipline.
Second, ensure equal access to education, improve the educational level. No children are left behind; prioritize remote areas, border areas, islands, and disadvantaged areas; increase investment in schools - school nutrition - teachers' team - digital infrastructure. Recently, we have exempted tuition fees for all students from kindergarten to high school; some localities have supported the provision of free lunch for children studying in 2 sessions. The Politburo has also concluded the investment policy for the construction of inter-level boarding schools in 248 land border communes. In the immediate future, the pilot investment is to complete the construction or renovation of 100 schools in 2025, to be completed no later than the opening time of the following school year.
Third, comprehensively innovate general education. Not only imparting knowledge, but also nurturing personality - physical training - spiritual training, arousing the spirit of citizenship, awareness of discipline and social responsibility; forming a class of people "both good, kind, and resilient"; striving to soon popularize general education.
Fourth, create a breakthrough in higher education and vocational education. Universities must become a center for knowledge and technology production, a core for innovation - entrepreneurship; closely link training - research - transfer with the needs of national development. It is necessary to form large universities of regional and international stature, modern vocational training institutions, to train a team of high-quality human resources, contributing to the country's breakthrough in science - technology, industrialization and digital transformation.
Fifth, promote international integration in education. Integrating to learn from the elite, narrowing gaps, spreading standards; encouraging co-training, linking programs, recognizing credits, exchanging lecturers - students, attracting international scholars; thereby enhancing the position of Vietnamese education.
Sixth, take care of building a team of teachers and educational managers. Teachers are the soul of education, the decisive factor for the success or failure of innovation. Teachers not only impart knowledge, but also sow seeds of aspiration, foster personality, and light up the belief of students. Therefore, teachers themselves must constantly study, be creative, and set an example. The Law on Teachers has been passed by the National Assembly as a foundation to ensure improving the material life, legitimate rights and interests, while improving professional standards, ethics, responsibility and social status of teachers.
Seventh, promoting digital transformation and artificial intelligence (AI) in education. Turning technology into a driving force for fundamental and comprehensive innovation: flexible teaching and learning, open learning materials, safe and humane digital platforms; improving digital capacity for teachers and students; ensuring data security and safety.
Eighth, prioritize investment in education. Investing in education is investing in the future of the nation. Overall planning, arranging the system (especially public universities) to form training - research - innovation centers at regional level, reaching international level; using public spending effectively, not spreading; strengthening public-private cooperation, strongly mobilizing social resources to join hands for the cause of educating people.
Ninth, build a learning society, lifelong learning. In the era of the Fourth Industrial Revolution, knowledge changed day by day, every hour; what is advanced today, tomorrow may be outdated. Therefore, studying is not only a personal need, but must first be seen as a political responsibility, a constant revolutionary action of each citizen. At any age, field or profession, we must study to avoid falling behind, study to master knowledge and technology, study to develop ourselves and contribute to building a strong and prosperous country.
Building a learning society and encouraging lifelong learning is the most solid foundation for a self-reliant nation. It is not only the luggage of each individual, but also the core value of the country, ensuring that our nation moves forward with the times, affirming Vietnamese bravery and intelligence in the international arena.
Dear students,
On the occasion of the opening of the new school year 2025-2026, I told the children the following: The previous generation made victory with blood and bones, today, in peace, integration and the desire to rise up, the responsibility of the young generation is to make a new victory with knowledge - courage - creativity. Therefore, children: (1) Set clear goals; practice self-discipline; nurture a passion for discovery; (2) Improve capacity, master digital technology and artificial intelligence in a smart, safe and humane way; (3) Know how to love, share, live responsibly with yourself, family and the community.
Every step of the children's progress is the future of the country. Young students should practice well the 5 things Uncle Ho taught; high school students need to cultivate personality, citizen awareness, cultivate knowledge and nurture aspirations; students should nurture greatness, dare to think, dare to do, take the lead in science and technology, innovation, digital transformation, green economy and international integration, study and practice to become useful workers for the family and society.

After 80 years, the Vietnamese teaching staff has been silent but persistent, sacrificing, and making huge contributions to the cause of "growing people". On behalf of the Party and State leaders, I express my deep gratitude and sincere gratitude to generations of teachers. In the new period, we hope that teachers: (1) Continue to set an example, innovate methods, lead students on the path of knowledge and personality; (2) Pioneering digital transformation, guiding students to use technology (especially artificial intelligence) creatively, effectively, safely and humanely; (3) Actively participating in policy contributions, together with the whole industry to improve quality and fairness in education.

Our Party always identifies education and training as the top national policy, the key driving force to decide the future of the nation. More than ever, we must consider investing in education as an investment in the future, for the sustainable and strong development of the country.
The 80th anniversary of Uncle Ho's letter to students and the 80th anniversary of the establishment of the Ministry of Education today is not only an occasion to review the glorious tradition, but more importantly, to affirm the determination: to build a modern - humane - integrated Vietnamese education, contributing to the national honor, bringing the country on par with the world powers.
I call on the entire Party, the entire people, the entire army; all levels, sectors, localities; every family and every citizen - to join hands to care for the cause of educating people, for the future of our children, for the prosperity of the Fatherland, for the happiness of the People.
With the tradition of studiousness, with a team of dedicated teachers, with the rising efforts of students across the country, and the attention of the whole society, I believe that our country's education sector will continue to overcome difficulties, reap many great achievements, contributing to realizing the aspiration to build a strong and prosperous Vietnam.
On the occasion of the opening of the new school year, I wish teachers, teachers, parents, and students across the country a new school year filled with spirit, success and lots of joy!
