According to the General Secretary, implementing the Resolution of the 12th Central Committee, with a high sense of responsibility before the Party, State and people, the Central Public Security Party Committee and the leadership of the public security force have been pioneers, exemplary, and pioneers in innovation, arrangement, and organization of the political system apparatus to be streamlined and operate effectively and efficiently. They have proposed to the Politburo to promulgate and lead the implementation of the policy of arranging commune-level police and building a security force at the grassroots level.

The General Secretary requested that the People's Public Security force, including the communal police, continue to be exemplary and take the lead in implementing the Party's policies; continue to take the lead in streamlining the organizational apparatus, in developing science, innovation, digital transformation, and soon complete the building of a truly clean, strong, disciplined, elite, and modern public security force to meet the requirements of the new revolutionary period;
