On February 8, the Party Committee of the Central Public Security and the Ministry of Public Security organized a ceremony to celebrate the 80th anniversary of the Traditional Day of the People's Police Intelligence Force (CAND) and receive the Ho Chi Minh Order. General Secretary To Lam attended and delivered a directing speech at the ceremony.
Presenting a speech at the Anniversary Ceremony, General Luong Tam Quang - Member of the Politburo, Secretary of the Party Committee of the Central Public Security, Minister of Public Security - stated clearly that 80 years ago, on February 21, 1946, President Ho Chi Minh signed Decree No. 23/SL unifying public security organizations nationwide, establishing the "Vietnam Public Security Department", stipulating the tasks of the police.
In which, intelligence work is identified as the first task: "Searching for and focusing on news and documents related to national security, both internal and external". This is an important historical event, marking the birth of the People's Police Intelligence Force.
Over the past 80 years, in any circumstances, the People's Police Intelligence Force has always been absolutely loyal to the Party, State and people, closely attached, wholeheartedly dedicated, serving the people, proactively and strongly innovating thinking, organization, and working methods, silently achieving many achievements and outstanding feats in the struggle for national liberation and the cause of building and developing the country.
Recognizing and highly appreciating the contributions of the People's Police Intelligence Force over the past 80 years, the Party and State have awarded: 2 Gold Star Orders, 4 Ho Chi Minh Orders, 1 First-class Independence Medal, 2 times awarded the title of Hero of the People's Armed Forces and many other noble awards.
General Luong Tam Quang emphasized that the People's Police Intelligence force will continue to innovate, constantly strive, dare to think, dare to do, resolutely and proactively improve the quality of each aspect of work to be worthy of its role as a key armed force, especially reliable, and a sharp tool of the Party and State.
Speaking to direct at the ceremony, General Secretary To Lam expressed his deep gratitude to the heroes and martyrs of Intelligence, families with meritorious services to the revolution, and generations of Intelligence who have contributed and sacrificed for independence and freedom for the Fatherland and peace and happiness of the people.
Over the past 80 years, in any circumstances, generations of intelligence soldiers have always shown firm political bravery, absolute loyalty to the Party, State and people; steadfast in goals and ideals, resourceful and brave, always remembering and implementing well the 6 teachings of Uncle Ho to the People's Police and the 4 virtues of intelligence officers; always united, striving, and daring to overcome all difficulties and challenges to successfully complete the assigned political tasks.
Those silent contributions and sacrifices of generations of Intelligence officers contribute to embellishing the glorious tradition of the heroic Vietnamese People's Public Security Forces and building and fostering the special affection and trust of the Party, State and people in the People's Public Security Forces.
General Secretary To Lam clearly stated that our country is entering an important historical period, a new era and new opportunities. Towards the 100th anniversary of the founding of the Party (1930-2030), the 100th anniversary of the founding of the country (1945-2045), our Party sets a goal that by 2045, Vietnam will become a powerful, prosperous and happy nation. That is the aspiration of the whole nation, the unified will of the entire Party, the entire people and the entire army.
As a "sword", "shield" to protect the regime, protect the Party, the State and protect the people, the role and contribution of the People's Public Security Forces in general and the Intelligence Force in particular is extremely important. The current world context and requirements and tasks in the new era require the People's Public Security Intelligence to strongly innovate thinking, have breakthrough developments in work organization and force building, must have a strategic vision, always go one step ahead...
At the ceremony, on behalf of the Party and State leaders, General Secretary To Lam awarded the Ho Chi Minh Order to the People's Police Intelligence Force and awarded the title of Hero of the People's Armed Forces along with many noble awards to typical collectives and individuals of the People's Police Intelligence Force.
