According to VNA, General Secretary To Lam and the Central Working Group worked with the three provinces on the results of the implementation of the Central's resolutions and conclusions and a number of key tasks on socio-economic development, ensuring national defense and security in the area.
In recent years, the Party Committee, government and people of Nam Dinh, Ha Nam and Ninh Binh provinces have made continuous efforts, with high political determination, flexible and creative actions, achieving many important and comprehensive results in many fields.
The economic growth rate of the three provinces remains high and stable. In the period of 2020 - 2024, Ha Nam's GRDP will grow by an average of 10.26%; Ninh Binh will grow by 8.03%; Nam Dinh will grow by 9.55%. In the first 6 months of 2025 alone, all three localities will have double-digit growth (Ha Nam reached 10.61%; Ninh Binh reached 10.02%; Nam Dinh reached 10.93%).
The new rural construction program has achieved important results. The Prime Minister has recognized the three provinces as having completed the task of building new rural areas. The poverty rate in all three localities is now only below 1%, creating tens of thousands of new jobs each year...
The Standing Committees of the Provincial Party Committees of the three provinces have led and directed relevant agencies and units to urgently advise and develop a Project on the arrangement of commune-level administrative units to ensure compliance with the direction of the Central Government; properly implement the principles and criteria when merging, the arrangement process paid attention to standards on area and population; especially pay attention to standards on area according to regulations to ensure development space for facilities in the future.
By May 29, 2025, the three provinces of Ha Nam, Nam Dinh, and Ninh Binh had completed the dossier and Project on the arrangement of provincial and commune-level administrative units to submit to the Government according to regulations. After the arrangement, Ninh Binh province will have 129 new commune-level administrative units (a decrease of 269 commune-level administrative units compared to the present).
Concluding the meeting, General Secretary To Lam affirmed that the merger of the three provinces of Nam Dinh, Ha Nam and Ninh Binh is an inevitable step in the context of the increasingly urgent need for development model innovation and improving the effectiveness of regional governance... The merger helps plan to unify transportation, urban, industrial, tourism, service, and agricultural infrastructure, creating conditions for the development of economic corridors throughout the mountains, plains, and coastal areas, helping to effectively exploit the potential of trade, tourism, and logistics between regions.
The economic structure and production capacity of each locality have different advantages, when combined to form a complete value chain, compensating for the limitations. The three provinces have a dense historical and cultural relic system, notably Trang An scenic complex, Bai Dinh pagoda, stone church, Tam Chuc pagoda, Phi Lai Tu Dia Tang pagoda, Tran pagoda, Phu Day complex... which can strongly develop valuable cultural, tourism, and indigenous education products, build a brand of a living heritage area, and become an attractive destination.
The General Secretary emphasized that the work from now until July 1, 2025 and the last months of the year requires outstanding efforts from localities, urgently completing the arrangement of the apparatus according to the 2-level local government model in accordance with the spirit of Resolution No. 60-NQ/TW and Conclusion No. 150-KL/TW of the Politburo, ensuring the principles of streamlining, effectiveness, efficiency, transparency and smooth operation. The organizational structure must ensure a consistent unit, reduce intermediate levels, increase flexibility in management, create motivation for innovation at each level...
