General Secretary To Lam and General Secretary and President of Laos Thongloun Sisoulith witnessed the handover ceremony of cooperation documents.

Within the framework of the state visit of the Lao People's Democratic Republic, attending the 50th Anniversary of the Lao People's Democratic Republic and co-chairing the High-level Meeting between the Communist Party of Vietnam and the Lao People's Revolutionary Party, at noon on December 1, right after the talks, General Secretary To Lam and General Secretary and President of Laos Thongloun Sisoulith and the high-ranking delegations of the two countries witnessed the Handover Ceremony of Cooperation Documents.

The cooperation documents include:

Cooperation plan for 2026 between the Ministry of Public Security of Vietnam and the Ministry of Public Security of Laos; Agreement between the Ministry of Public Security of Vietnam and the Ministry of Public Security of Laos on the construction of the Lao Ministry of Public Security Command Center project;

Cooperation plan for 2026 between the Ministry of National Defense of Vietnam and the Ministry of National Defense of Laos; Memorandum of Understanding between the Ministry of Public Security of Vietnam and the Ministry of National Defense of Laos on the project to build the Vietnam - Laos friendship route.

Minutes of cooperation agreement between the Ministry of Foreign Affairs of Vietnam and the Ministry of Foreign Affairs of Laos for the period 2026-2030; Cooperation agreement between the Ministry of Justice of Vietnam and the Ministry of Justice of Laos for the period 2026-2030;

Memorandum of Understanding on cooperation in key banking activities for the 2026-2030 period; Memorandum of Understanding between the Ministry of Industry and Trade of Vietnam and the Ministry of Industry and Trade of Laos on developing industrial linkage chains between Vietnam and Laos.

Cooperation agreement between Vietnam Television and the Central Propaganda Department of the Lao People's Revolutionary Party; Minutes of Understanding on Cooperation between the Ministry of Foreign Affairs of Vietnam and the Central External Relations Department of the Lao People's Revolutionary Party for the period 2026-2030.

Cooperation agreement for the 2026-2030 period between Thanh Hoa province, Vietnam and Houaphanh province, Laos; Memorandum of Understanding on strengthening cooperation in socio-economic development, ensuring national defense and security at the border between the People's Committee of Da Nang City, Vietnam and the Government Committee of Sekong province, Laos for the 2026-2030 period.

Recently, in addition to strengthening cooperation in politics, defense and security, the two sides have also made efforts to elevate the level, create breakthroughs, create strong changes in economic cooperation, especially effectively implementing key projects connecting the two economies, especially in transportation (including highways, railways), energy, trade, investment, training to develop high-quality human resources and build a sustainable supply chain.

Trade - investment cooperation continues to record positive changes with turnover in the first 10 months of 2025 reaching nearly 2.5 billion USD, up 50.4% compared to 2024, making Vietnam the third largest trading partner of Laos, aiming for the goal of 5 billion USD and striving to reach 10 billion USD in the coming time.

In terms of investment, Vietnam currently has 274 investment projects in Laos with a total registered capital of more than 5.8 billion USD.

Some of the transport infrastructure connection projects put into use are new steps in strategic development space linkage, contributing to the development of the two countries in the near future.

Other areas of cooperation such as education - training, culture, transportation - transportation, energy, agriculture... continue to receive attention and promotion, achieving many encouraging results.

People-to-people exchanges and cooperation between the two localities are increasingly expanding, contributing to enhancing understanding and solidarity between the people of the two countries, especially the younger generation.
