Ho Chi Minh City aims to become a livable place, where people are guaranteed education, healthcare, environment, safety and development opportunities, no one is left behind.

On November 17, Ho Chi Minh National Academy of Politics coordinated with the Ministry of Public Security and the Ho Chi Minh City Party Committee to organize a national scientific conference with the theme "orientation for educational research and ensuring and protecting human rights in the new era of the nation".

Speaking at the workshop, Ho Chi Minh City Party Secretary Tran Luu Quang said that as the economic locomotive of the country, Ho Chi Minh City has achieved outstanding results in socio-economic development over the years, towards building a civilized, modern, and humane urban area.

In the period of 2021 - 2025, Ho Chi Minh City has focused on investing heavily in education with 435 projects, putting into use 2,823 new classrooms.

The health sector has been developed synchronously, promoting socialization, investment in equipment and human resources, meeting the increasing demand for medical examination and treatment,...

According to the Secretary of the Ho Chi Minh City Party Committee, entering the 4.0 industrial era, Vietnam in general and Ho Chi Minh City in particular are facing both opportunities and challenges. Extensive integration requires perfecting the legal system and policies to be compatible with international standards on human rights.

The 1st Ho Chi Minh City Party Congress, term 2025 - 2030, determined the goal of building Ho Chi Minh City into a civilized, modern city, a center for innovation, integration, and a leader in industrialization - modernization.

Mr. Tran Luu Quang expressed his belief that the workshop will contribute to providing many practical contents and solutions for Ho Chi Minh City to continue to ensure human rights, aiming to become a livable place, where every citizen is fully cared for in terms of education, health, environment, safety and development opportunities, no one is left behind.

Politburo member, Director of the Ho Chi Minh National Academy of Politics, Chairman of the Central Theoretical Council Nguyen Xuan Thang said that the conference took place at a time when the entire Party and people were giving comments on the draft documents of the 14th Congress.

Mr. Nguyen Xuan Thang emphasized that Vietnam has just been elected by the United Nations General Assembly as a member of the Human Rights Council for the 2026 - 2028 term with 180/190 votes.

This is an outstanding foreign victory, affirming Vietnam's prestige and strong commitment to promoting and protecting global human rights values.

Global challenges such as climate change, epidemics, cybersecurity or the explosion of artificial intelligence (AI) require research and handling new issues related to human rights.

Now, we are not only talking about the right to life, the right to freedom, the right to seek happiness and the right to development, but also facing new rights, very typical of the digital age such as the right to personal data, the right to be forgotten, the right to fair access to technology and the right to be protected from fake information manipulation - Mr. Nguyen Xuan Thang said.

The Director of the Ho Chi Minh National Academy of Politics said that Vietnam is strongly implementing the two-level local government model in the direction of integrity, creativity, and service to people and businesses.

This requires ensuring human rights to be effectively implemented right from the grassroots level - where all public services and administrative activities are directly linked to people's lives.

Mr. Nguyen Xuan Thang emphasized that building an honest and responsible government is not just a simple administrative reform, but a form of realizing human rights in daily life, a vivid manifestation of socialist democracy.
