On May 19, the Ho Chi Minh City People's Committee sent a document to departments, districts, towns and Thu Duc City regarding the organization and operation of associations, social funds and charity funds.
For associations and funds established by districts, towns and Thu Duc City operating within the district level, the document requires an official announcement to end the operation in sync with the end of the district-level administrative unit according to Resolution 60.
These units are also instructed to quickly resolve assets, finances, arising obligations (if any) and policies related to people working in associations and funds, and at the same time complete self-dissolve procedures in accordance with legal regulations.
The handling of public assets and finances must comply with the law, related instructions and according to assigned staffing targets, to ensure transparency and strictness in each implementation step.
For commune-level associations and funds, local People's Committees need to conduct a review and evaluation of the effectiveness of activities to arrange, merge or dissolve them appropriately, creating unity and efficiency in management and operation.
Associations and funds wishing to continue operating must carry out merger, consolidation or renaming procedures according to regulations, with names similar to the new commune-level administrative unit. In contrast, organizations that do not need to maintain will be dissolved in accordance with regulations.
The Ho Chi Minh City People's Committee requires the arrangement and dissolution of associations and funds in the area to be completed no later than June 15, 2025.
The Ho Chi Minh City Department of Home Affairs is assigned to preside over and coordinate with relevant units to provide professional guidance and policies related to workers at affected associations and funds.
The Department of Finance will be responsible for guiding the settlement of finance and assets during the arrangement and dissolution process. Meanwhile, Ho Chi Minh City Police are responsible for guiding the use and revocation of legal documents of organizations when they end their operations.
According to statistics, Ho Chi Minh City has about 1,367 associations, social funds and charity funds. Of which, associations and funds with a scope of activities in the city are 206; associations and funds with a scope of activities in districts, towns and cities, Thu Duc City are 183; associations and funds with a scope of activities in communes, wards and towns are 978.
