HCMC reorganizes schools and health stations after removing district level

HCMC - The People's Committee of HCMC has just issued an orientation to rearrange the apparatus of public service units under the current district-level People's Committees.

Currently, Ho Chi Minh City has 22 district-level administrative units (including 16 districts, 1 city and 5 districts) and 273 commune-level administrative units (including 210 wards, 5 towns and 58 communes).

According to the new plan, Ho Chi Minh City will eliminate district level and reorganize, reducing the number of commune-level administrative units to 102 wards and communes.

The Chairman of the Ho Chi Minh City People's Committee directed departments, branches and local People's Committees to proactively develop a plan to reorganize the apparatus of public service units in the direction of transferring them appropriately to the new commune-level government.

The Ho Chi Minh City Department of Education and Training is assigned to preside over and coordinate with the Department of Home Affairs and the District People's Committee to advise the City People's Committee on the plan to transfer public kindergartens, primary schools and high schools to the new commune-level administrative unit for management. This is to ensure unity and synchronization in education management at the grassroots level.

In addition, the entire system of Continuing Education - Vocational Education Centers and Vocational College classes under the management of districts will be reviewed and proposed to be transferred to the Department of Education and Training for reorganization, providing services in inter-commune and ward areas.

The Ho Chi Minh City Department of Health will take the lead in developing a plan to reorganize commune and ward health stations to ensure the function of providing primary health care for people, and at the same time propose a model of public health service units under the People's Committee at the commune level in accordance with population conditions and appropriate areas.

In addition, the District-level Medical Centers and General Hospitals will be transferred to the Department of Health for management and reorganization in the direction of providing services in clusters of inter-commune and ward areas.

The Ho Chi Minh City Department of Construction will preside over the development of a plan to arrange a public service unit with autonomous regular expenditure (Project Management Board) under the People's Committee at the commune level to carry out tasks such as land fund development, compensation - site clearance, construction investment, etc.

If necessary, a public service unit under the Provincial Project Management Board can be established to provide services on a wider scale.

The Department of Culture and Sports of Ho Chi Minh City is assigned to preside over research on the model of a multi-sectoral public service unit under the People's Committee at the commune level, capable of providing essential public services in areas such as culture, sports, tourism, information - communication, agriculture and environment.

The Ho Chi Minh City Department of Home Affairs is the lead unit, coordinating with relevant agencies to develop a comprehensive project to submit to the City People's Committee for consideration. At the same time, the Department of Home Affairs also guides localities to review the current status of organization and operation of district-level public service units and propose reorganization plans.

The People's Committees of districts, towns and Thu Duc City are required to proactively coordinate with departments and branches to develop a plan to reorganize public service units in the direction of transferring them appropriately to the People's Committees at the commune level.

Localities need to send a proposal report to the Department of Home Affairs for synthesis and submission to the Ho Chi Minh City People's Committee no later than April 28, 2025.
