The Government Office has issued Notice No. 304/TB-VPCP dated June 15, 2026, concluding of Politburo Member, Prime Minister Le Minh Hung at the working session with the Standing Committee of the Ho Chi Minh City Party Committee (HCMC).
The Prime Minister requested the city to pay attention to thoroughly reviewing and updating growth scenarios to suit the situation and practical requirements; clearly identify the potential for each industry and sector, especially processing and manufacturing, pharmaceuticals, logistics, finance and banking...; focus on removing difficulties in production and business, ensuring the supply of goods and raw materials.
Assign specific tasks and deadlines for completion to each level, each sector, locality, and enterprise; assign comrades in the Standing Committee of the City Party Committee to directly direct specific sectors, fields, and localities.
Focus on directing more drastically and effectively public investment disbursement, assigning specific and clear responsibilities to relevant agencies, units, and individuals to strive to achieve 100% of the assigned plan; strictly handle cases of delay due to subjective reasons; implement flexible capital transfer between projects according to regulations.
Accelerate the progress of key projects (Belt Road 3, An Phu intersection, My Thuy intersection, National Highway 50...); start construction in the last 6 months of the year of major projects (such as Metro No. 2 Ben Thanh - Thu Thiem, Can Gio - Ba Ria Vung Tau sea bridge, Cai Mep Ha port, Thu Thiem - Long Thanh railway, Thu Thiem 4 bridge, Binh Tien road...).
Building and operating effectively the International Financial Center in Ho Chi Minh City; attracting financial institutions and international investors to participate.
The city thoroughly grasps and synchronously implements the directions of the General Secretary, the President and the Prime Minister on developing rental housing, and must consider this as a strategic priority in housing development.
Strongly shift thinking, from focusing on supporting housing ownership to ensuring the right to housing for all people according to the provisions of the Constitution, people who do not have enough conditions to own private houses must have access to rental housing funds at reasonable prices.
The city needs to review and adjust the planning, prioritize allocation, and allocate adequate land funds, in which it is necessary to determine the location and scale of rental housing areas, and develop rental housing associated with industrial parks and export processing zones; strive to start construction of at least 1 large-scale rental housing project in the third quarter of 2026; urgently consolidate or establish a local housing fund, and allocate resources to operate immediately in June 2026.
The city needs to ensure the smooth and effective operation of the 2-level local government apparatus. Thoroughly and fully review and evaluate the feasibility and effectiveness of decentralization and delegation of power to the commune level to have specific recommendations.
Conduct a general review of the contingent of cadres, especially commune-level civil servants, to have a basis for assessment, arrangement, and appropriate arrangement. Accelerate the progress of arranging, managing, and using surplus public assets and headquarters.
Strengthen discipline and order in parallel with innovation, creativity and encourage and protect cadres who dare to think and dare to do for the common good. Continue to improve digital infrastructure, digital platforms, and digital data to ensure smooth connection between levels of government from central to commune levels.
