The ceiling income for buying social housing for couples can reach 50 million VND per month

The Prime Minister requested to expand the beneficiaries and increase the income level of social housing buyers.

On March 20, Prime Minister Pham Minh Chinh chaired a meeting of the Standing Committee of the Government, listened to reports, and gave opinions on social housing policies and related issues.

According to reports and opinions at the meeting, the institutional system and policies on social housing development continue to be completed in an important step, increasingly synchronized, convenient, flexible, and practical. This has created a solid legal foundation to promote strong development of the social housing segment in the past time, as well as in the coming period.

At the 6th Meeting of the Central Steering Committee for Housing Policy and Real Estate Market, the Prime Minister concluded and directed: The Ministry of Construction should study in the direction of building mechanisms and policies to expand the scope of social housing buyers (study to expand subjects with incomes of 25-30 million VND/month) to avoid overlap and ensure feasibility.

At the same time, get opinions from ministries, agencies, localities and post them on the electronic information portal to widely get opinions from people, businesses, associations.... (if income levels are expanded, focus on studying and immediately amending legal documents).

Implementing the task assigned by the Prime Minister, the Ministry of Construction has researched and developed a draft Decree amending and supplementing a number of articles of Decree No. 100/2024/ND-CP dated July 26, 2024 of the Government detailing a number of articles of the Housing Law on development and management of social housing.

Concluding, Prime Minister Pham Minh Chinh directed to study the amendment and supplementation of Decree No. 100/2024/ND-CP in the direction of expanding the beneficiaries, increasing the income level, specifically, unmarried people or those who are certified as single people have an average monthly income of no more than 25 million VND.

People who are not married or are certified as single and are raising children under the age of adulthood have an average monthly income of no more than 35 million VND; in cases of marriage, the applicant and their spouse have a total average monthly income of no more than 50 million VND.

Along with that, expanding policies, encouraging localities, corporations, groups, and enterprises to build houses for rent according to planning, the tenants are workers and laborers.

The Ministry of Construction coordinates with the Ministry of Public Security to build procedures to confirm beneficiaries of social housing policies through the VNeID application to simplify and make it more convenient for people and businesses.

At the same time, strictly prohibit and have sanctions to handle individuals and organizations that take advantage of policies for profit, ensuring that policies reach the right people. Continue to research and improve regulations related to controlling social housing prices and standard profits. Continue to research and improve social housing policies for officials, workers, and laborers.

The Prime Minister requested the Ministry of Construction to base on the opinions at the meeting and continue to listen to the opinions of the people, businesses, affected subjects, experts... to summarize, absorb, and explain fully, continue to improve policies, and quickly implement them according to the shortened procedure, the Ministry of Justice appraises, and agencies submit to the Government before March 25.
