On March 4, Prime Minister Pham Minh Chinh chaired the regular Government meeting in February 2026, online with localities - the first Government meeting after Binh Ngo Tet 2026.
According to the Government Portal, in his concluding speech, the Prime Minister requested ministries, branches, and localities to pay attention to factors negatively impacting our country, especially the very complex conflict in the Middle East and other regions of the world, and promptly report to competent authorities.
The Prime Minister emphasized the steadfast goal of promoting growth from 10% or more, maintaining macroeconomic stability, controlling inflation and ensuring major balances of the economy.
To do so, it is necessary to innovate traditional growth drivers and strongly promote new growth drivers; ministries, branches, and localities from the practice of their ministries, branches, and localities continue to find and promote growth drivers within their management scope.
The Head of Government assigned the Ministry of Finance to develop a socio-economic management scenario suitable to the current world situation; the Ministry of Industry and Trade to develop a scenario on ensuring energy security in the new situation.

Directing key task groups and solutions, the Prime Minister requested careful preparation to serve the election of National Assembly deputies, People's Councils at all levels, and serve the 2nd Central Conference, the 1st Session of the 16th National Assembly.
The Ministry of Foreign Affairs presides over, ministries, branches, and agencies according to their assigned functions and tasks urgently assess the impact of the conflict in the Middle East on our country; develop timely and effective response scenarios and solutions; report to competent authorities for consideration and decision.
The State Bank of Vietnam (SBV) and the Ministry of Finance continue to closely coordinate, implement proactive, flexible, timely, and effective monetary policy associated with reasonable, focused, and key expansion fiscal policy.
Regarding monetary policy, the SBV presides over the announcement and public disclosure of the credit growth limit for the whole year 2026 and adjusts it flexibly, promptly, effectively, and in accordance with the actual situation; resolutely not to let "inflation - growth loss be controlled" or vice versa.
Proactively manage interest rates, exchange rates, and credit flexibly, harmoniously, and reasonably, without being abrupt; strengthen inspection, examination, and supervision, directing credit into production and business, priority sectors, and growth drivers; control credit for potentially risky sectors.
Regarding market and price management, the Ministry of Finance, the Ministry of Industry and Trade and ministries, branches, and localities, according to their functions and tasks, strictly implement regulations on price declaration and listing; strictly handle violations, not allowing hoarding and price inflation.
The Ministry of Construction shall preside over and coordinate with relevant ministries and agencies to continue to implement solutions to develop a safe, healthy, efficient, and sustainable real estate market; promote the effectiveness of the National Housing Fund, promote the construction of social housing, study to expand the income limit for social housing buyers (may be proposed up to 25-27 million VND/month); implement solutions to manage and stabilize construction material prices.
The Prime Minister also requested to urgently complete in March 2026 the construction of the National Single Window Investment Portal and put into operation the cryptocurrency exchange according to regulations in March 2026.
The SBV is studying to double the consumer lending period (from 1 year to 2 years and possibly grace periods).
The Prime Minister also requested to urgently resolve backlog and prolonged projects; strengthen the prevention and fight against corruption, wastefulness, and negativity.
The Ministry of Science and Technology and the Government Office issued a set of KPI criteria to inspect and evaluate the work assigned by the Government to ministries, branches, and localities in March 2026.
