On February 24, in Hanoi, Prime Minister Pham Minh Chinh visited and worked with the Vietnam Academy of Social Sciences and outstanding scientists and experts in the field of social sciences and humanities.
Speaking at the working session, the Prime Minister affirmed that social science is not only an important field of academic research, but also a foundation of thinking, a guiding principle for planning guidelines and policies for all aspects of the country's development.
Social sciences and humanities play an important role in fostering ideological foundations, orienting value systems, developing culture and social knowledge, creating strength and promoting the great national unity bloc, and improving the effectiveness of international cooperation.
The team of social scientists is an important force, contributing to providing the "soul" for development, promoting identity, consolidating endogenous strength and enhancing national soft power.
The Prime Minister affirmed that the Vietnam Academy of Social Sciences is the leading strategic research center of the Party and State on social sciences, the core force for researching theory, summarizing practice, and providing scientific arguments for planning guidelines and policies for national development.
The Institute is the "strategic advisory body" of the Party and State on social sciences and humanities, building socialist Vietnamese people - a place that crystallizes the intelligence of many generations of scientists, the center of solving major problems of the country, opening up thinking, methodology, and approaches to solve practical problems.

The Prime Minister emphasized the requirement to modernize technical facilities associated with innovation in governance models. Urgently plan and complete buildings and offices, invest in modern equipment to serve in-depth research.
Promote the training of highly qualified human resources in social sciences, meeting the needs of the country in the new situation; the training process is also a process to create motivation and inspire learners.
Develop a team of scientific cadres on par with tasks, build a clean and comprehensively strong collective. Continue to arrange and consolidate the organizational structure to ensure "Tinh - Gọn - Mạnh - Hiệu năng - Hiệu lực - Hiệu quả" in accordance with the new situation.
Focus on building and submitting to competent authorities and implementing projects on strengthening capacity, training, and fostering to improve the capacity of the Institute's staff and employees.
To create conditions for the Institute to develop, the Government and ministries and sectors will review mechanisms and policies, grant autonomy and higher self-responsibility for operation, resource exploitation and human resource development. Regarding recommendations, the Government and ministries and sectors will resolve them immediately according to their authority and propose to competent authorities if they exceed their authority.
The Prime Minister assigned the Ministry of Home Affairs to coordinate with the Institute on mechanisms for attracting, recruiting, and treating high-quality human resources.
The Ministry of Science and Technology and the Ministry of Justice continue to improve mechanisms and policies for developing social sciences and humanities in the direction of autonomy, associated with accountability; product-based ordering and contracting mechanisms, and public-private partnership mechanisms.
The Ministry of Finance allocates commensurate resources, creating conditions for the Institute to invest in high-quality research and technical infrastructure.
The Government Inspectorate should study and support the Institute to remove long-standing backlogs beyond its self-repair capacity.
