Opening up" laboratories, promoting cooperation with private economic groups
On February 23, in Hanoi, Prime Minister Pham Minh Chinh visited, worked and on behalf of Party and State leaders awarded the First-class Labor Medal to the Vietnam Academy of Science and Technology (VAST).
At the ceremony, the Prime Minister stated clearly that history has proven that S&T is always a universal key, a decisive factor for national development and prosperity.
S&T and innovation are not only the foundation but also the main driving force, the resource, and the direct production force to promote rapid and sustainable development of the country.
In that process, the role of S&T researchers is the pioneering force; in particular, the Academy is the important "fortune" of knowledge, the crystallization of gray matter and endless creativity of Vietnamese people.


In the coming time, the Vietnam Academy of Science and Technology needs to develop breakthroughs, affirming its role as a leading S&T center in Vietnam, gradually reaching the level of advanced countries in the region and in the world.
The goal is to become a leading S&T research organization in Southeast Asia by 2030, with international competitiveness in some key areas.
The Institute needs to be pioneering, exemplary, and take the lead in researching and applying S&T in all fields, including artificial intelligence, big data and research, building a national database on S&T to serve as a basis for policy planning.
Focus on mastering core and source technologies to solve practical problems of the country, bringing Mathematics, Physics, Chemistry, and Biology to advanced regional and world levels by 2030.
Affirming that "science cannot be separated from the market", the Prime Minister said that the Institute needs to proactively "open the door" to laboratories, promote cooperation with private economic groups, take businesses as the center of the innovation system; there needs to be a mechanism for scientists to dare to venture into commercializing research results, turning inventions into practical products, directly contributing to the product value chain.
Create a free creative environment, "dare to dream, dare to aspire" to attract talent
Regarding human resources, the Prime Minister emphasized the need to create a free creative environment, "dare to dream, dare to aspire" to attract talents both at home and abroad.

Regarding governance, it is necessary to strongly shift from "task mindset" to "performance mindset"; from "doing a lot" to "doing it right, doing it correctly, doing it thoroughly"; from "having activities" to "having specific products"; from "having projects" to "having a great contribution to increasing productivity, quality, and national efficiency".
Continue to arrange and streamline the apparatus with the motto "Tinh - Concise - Strong - Performance - Efficiency - Effectiveness".
Regarding the market, coordination mechanisms, and commercialization of research results, it is necessary to promote S&T research in the direction of not only increasing the number of publications, but also increasing the influence, increasing academic value and increasing application value.
Focus on basic science issues, core technology, strategic technology (such as AI, semiconductors, biotechnology, new materials, marine technology, space technology). Strong research groups must be formed, capable of leading, and have a position in the region and internationally.
After arrangement, the Vietnam Academy of Science and Technology has reduced from 38 units to 24 affiliated units, including 13 scientific research units. In 2025, the Institute has 2,300 publications in prestigious journals; awarded 105 patents on inventions and useful solutions, 2.7 times higher than in 2024.
