On October 21, speaking with a reporter from Lao Dong Newspaper, a representative of Nghe An Department of Education and Training said that there had been a document responding to the petition of a preschool teacher in Yen Thanh district (old) about being qualified but slow to be promoted, leading to disadvantages for many people's rights.
Previously, Ms. Phan Thi Huyen, a teacher at Yen Thanh Town Kindergarten, representing many teachers, submitted a petition to Nghe An Provincial People's Committee, requesting to soon organize the consideration of promotion of professional titles from Grade III to Grade II for qualified teachers. According to statistics, the number of these teachers is about 200 people.

According to the Nghe An Department of Education and Training, before July 1, 2025, the consideration of promotion of civil servants to Grade II is under the authority of the Chairman of the District People's Committee. After the district-level administrative units have ended their operations, the schools are handed over to the commune-level People's Committees for management, so the competent authority to organize the promotion review has not been determined.
According to the Nghe An Department of Education and Training, the Department of Home Affairs is developing a decentralization and delegation of authority project, submitting it to the Provincial People's Committee and People's Council for consideration. When there is sufficient legal basis, the promotion consideration will be carried out according to regulations.
Meanwhile, according to Decision No. 2711/QD-UBND dated August 25, 2025, the Chairman of the Provincial People's Committee only authorizes the Chairman of the People's Committee of the commune or ward in appointing and changing professional titles, not including promotion.
In addition to the authority problem, regulations on the structure of the ratio of civil servants for all ranks also limit promotion. According to the instructions of the Ministry of Home Affairs, for public service units that self-insure regular and investment expenses (group 1) or self-insure regular expenses (group 2), the maximum rate of Grade II teachers does not exceed 50%.
For public service units that self-insure a part of regular expenditures (Group 3) or are guaranteed by the state budget (Group 4), this rate is only at most 50%.
Currently, many kindergartens have achieved or exceeded the prescribed rate of Grade II teachers, so even if there are qualified teachers, they cannot be considered for additional treatment, said a representative of the Nghe An Department of Education and Training.
