On May 21, in Hanoi, General Phan Van Giang - Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense - chaired the Central Military Commission Standing Committee Conference to review and comment on a number of important contents.
Attending the meeting of the Central Military Commissioner: Lieutenant General Trinh Van Quyet, Secretary of the Party Central Committee, Chairman of the General Department of Politics of the People's Army (People's Army) of Vietnam; General Nguyen Tan Cuong, Member of the Party Central Committee, General Staff of the People's Army of Vietnam, Deputy Minister of Defense. Attending were the Standing Committee of the Central Military Commission, Deputy Minister of Defense.
Concluding the conference, General Phan Van Giang emphasized that in recent times, the functional agencies of the Ministry of National Defense have actively, resolutely and proactively coordinated with central and local departments, ministries and branches to advise the Central Military Commission to complete the Project on continuing to reorganize local military organizations "streamlined, compact, and strong", meeting the requirements of tasks in the new situation.
General Phan Van Giang affirmed that this is a major policy of the Party and State, not only a relatively large change in the organization and staffing of local military agencies but also raises many problems with the mechanism for leadership, command and operation of local military work.
General Phan Van Giang emphasized that in order to organize the implementation to ensure strict, synchronous and unifying tasks related to dissolution, merger and reorganization of local military organizations, local border guards, leaders and commands of agencies and units need to thoroughly grasp and strictly implement the Party and State guidelines on organizing the apparatus of the political system, the Central Military Commissioner Organization of the Central Military Commissioner and the local Military Commissioner "Tinh, compact, strong", meeting the task requirements in the new situation.
Along with that, continue to closely follow the direction of the Central Government, review the overall system of legal documents on military and defense, documents related to local military organizations, propose amendments and supplements to ensure consistency and unity in implementation.
Party committees and commanders at all levels need to do a good job of ideological work, actively propagate and educate cadres and soldiers to grasp and understand the above policies correctly; effectively implement personnel and policy work, create consensus, unity, and stabilize the ideological situation of the army.
General Phan Van Giang assigned the Ministry of Defense's authorities to continue coordinating and completing the payroll at all levels of relevant units in the direction of refined, compact, strong, in accordance with the structure and organization of the army and was enough to complete the task.
General Phan Van Giang also directed functional agencies and units to quickly complete the contents, especially draft circulars amending and supplementing a number of articles related to the arrangement of the apparatus in the political system and the organization of local governments at 2 levels.
With a spirit of urgency and determination, General Phan Van Giang requested agencies and units to be more proactive and active, coordinate to seriously and closely implement the contents, ensure quality, in accordance with the above orientation and regulations, and meet the set progress requirements.
