Resolve "bottlenecks", difficulties, and legal problems as quickly as possible
Concluding the meeting, the General Secretary stated that in addition to the work according to the regular program and plan, it is necessary to focus on 3 things: Immediately reviewing and institutionalizing major viewpoints and policies in the documents of the 14th Congress; urgently completing the legal documents and regulatory resolutions just passed by the 10th Session of the 15th National Assembly, not allowing delays in guiding documents and conditions for implementation; focusing on quickly removing "bottlenecks", difficulties and legal obstacles, not hindering development.
Regarding the Project "Improving the structure of the Vietnamese legal system to meet the requirements of national development in the new era", the General Secretary emphasized that on 2 contents with different opinions, the Steering Committee basically agreed with the proposal of the drafting agency.
Accordingly, it is necessary to reduce the form of legal documents according to the principle that each agency only issues one type of legal document, contributing to building a streamlined, transparent and accessible legal system.

Regarding the Report on major policies to mobilize and unlock financial resources for economic development, General Secretary To Lam suggested that the Government Party Committee direct the Party Committee of the Ministry of Finance and relevant agencies to focus on effectively implementing the orientations for mobilizing and unlocking identified financial resources.
In particular, it is important to pay attention to prioritizing maintaining macroeconomic stability, controlling inflation as a premise for mobilizing maximum domestic and foreign resources; strengthening close coordination between fiscal and monetary policies, synchronously developing the government bond market, capital market, and currency market; thoroughly removing institutional bottlenecks, substantially cutting administrative procedures, business conditions, reducing costs for compliance with the law, creating an open and favorable investment and business environment for all economic sectors in accordance with the policies and orientations of the Politburo; at the same time, it is necessary to pay more attention to identifying models and mechanisms for effective management and use of state capital in enterprises and soon implementing specific mechanisms and policies on International Financial Centers, free-standing financial zones, and free-oning commercial zones.
The Central Committee for Policy and Strategy studies the contents of the report of the Party Committee of the Ministry of Finance to supplement and complete the draft Resolution of the Central Committee on strategic solutions to promote double-digit economic growth in conjunction with establishing a new growth model, and submit to the Central Conference on schedule.
Completing the law in the field of preventing and combating corruption, waste and negativity
Regarding the orientation of mechanisms and policies for the development of small and medium enterprises in the coming time, the General Secretary requested that the Party Committee of the Ministry of Finance lead and direct the urgent review and proposal to perfect institutions and laws in this field, ensuring effective and substantial policies to support the development of small and medium enterprises, associated with improving the investment and business environment, closely following the direction of the Politburo in Resolution No. 66-NQ/TW and Resolution No. 68-NQ/TW.

Regarding some major orientations on perfecting laws in the field of preventing and combating corruption, waste and negativity, the General Secretary suggested that the Government Party Committee, the Party Committee of the Supreme People's Court, the Party Committee of the Supreme People's Procuracy and relevant agencies, based on the content of the report, continue to lead and direct the full institutionalization of the Party's viewpoints and policies into legal regulations in the field of preventing and combating corruption, waste and negativity.
The Central Internal Affairs Commission studies the report to supplement and complete the summary of 20 years of implementing Resolution 3 of the Central Committee, 10th tenure on strengthening the work of preventing and combating corruption, waste and negativity; develop a new Resolution to submit to the Central Committee for approval.
