Before September 30, the natural area of new commune-level administrative units will be announced

The Government requires reviewing and accurately determining the natural area of newly formed commune-level administrative units after the arrangement and announcing before September 30.

On July 21, the Government Office announced that Permanent Deputy Prime Minister Nguyen Hoa Binh has just signed Decision No. 1569/QD-TTg promulgating a plan to implement the resolutions of the National Assembly and the National Assembly Standing Committee on the arrangement of provincial and commune-level administrative units in 2025 (plan).

The purpose of the plan is to specifically determine the work contents, deadlines, completion progress and responsibilities of relevant agencies and organizations in implementing resolutions on the arrangement of administrative units (ADUs) in 2025, ensuring timely, complete, synchronous, unified and effective implementation.

According to the plan, ministries, ministerial-level agencies, and government agencies regularly monitor, urge, promptly guide according to their authority or submit to competent authorities for consideration, resolution, and removal of difficulties and problems arising in the process of arranging administrative units and perfecting the organization of the two-level local government apparatus.

The People's Committees of 23 provinces and cities (new) formed after the arrangement issued a plan to implement the Resolution of the National Assembly, the National Assembly Standing Committee on the arrangement of administrative units at the provincial and commune levels in 2025.

The People's Committees of the remaining 11 provinces and cities (not implementing the arrangement of provincial-level administrative units) issued a plan to implement the Resolution of the National Assembly Standing Committee on the arrangement of commune-level administrative units in 2025 of their localities.

The People's Committee at the provincial level shall, based on the Resolution of the National Assembly Standing Committee and the Government's Project on the arrangement of commune-level administrative units in 2025, be responsible for reviewing and accurately confirming data on the natural area of commune-level administrative units and sending a report to the Ministry of Home Affairs before August 30, 2025.

The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Agriculture and Environment to synthesize and report to the Government and the Prime Minister for consideration, approval and release of data on the natural area of commune-level administrative units of localities before September 30, 2025.

The Provincial People's Committee organizes the implementation of measurement and determination of the boundary of administrative units at all levels in the locality in accordance with the provisions of law to prepare documents and map the boundary of administrative units at all levels to send to the Ministry of Home Affairs and the Ministry of Agriculture and Environment before September 30, 2026.

The Ministry of Home Affairs shall preside over and coordinate with the Ministry of Agriculture and Environment and relevant agencies to organize the appraisal and acceptance of DVHC Border Documents at all levels of the locality before December 31, 2026.

In case the data on the natural area of provincial-level administrative units is different from the data recorded in the Resolution of the National Assembly, the Ministry of Home Affairs shall preside over and coordinate with the Ministry of Agriculture and Environment and the People's Committee of the provincial-level administrative units to report to the Government for consideration and promulgation of a Resolution to update and adjust the natural area data of provincial-level administrative units.

At the same time, it will be publicly announced on the Government's Electronic Information Portal, the Ministry of Home Affairs, the Ministry of Agriculture and Environment and provincial-level administrative units before the Ministry of Home Affairs decides to accept administrative unit boundary records at all levels of the locality.
