Village heads and residential group leaders must be 21 years old and trusted by the people

The Ministry of Home Affairs has issued guidelines on the standards for the titles of Party cell secretary, neighborhood group leader, village head and regimes for this group after the merger.

The Ministry of Home Affairs has responded to voters' petitions from Ninh Binh province sent after the first session of the 16th National Assembly.

Accordingly, voters proposed to soon issue regulations and guidelines on the standards for the titles of Party cell secretary, head of residential group and criteria for selecting village and residential group officials after arrangement and merger.

In which, voters are interested in the level, age, capacity to apply information technology and suit the requirements of community governance in the new period, and at the same time study to increase allowances for village and residential group officials to ensure operating conditions and improve the efficiency of task implementation at the grassroots level.

Answering this content, regarding the standards for Party cell secretaries, the Ministry of Home Affairs cited the Charter of the Communist Party of Vietnam, guiding documents of the Central Government, and Regulations of the Politburo, then the regulations and guidance on the standards for the title of Party cell secretary are under the authority of provincial and city Party committees.

Regarding the standards for village heads and residential group leaders, the Ministry of Home Affairs said that Decree 185/2026 has stipulated general standards.

This group is Vietnamese citizens permanently residing in communes, wards, and special zones aged 21 and over, prioritizing people of working age according to regulations; having sufficient health to complete assigned tasks and responsibilities.

Village heads and residential group leaders have good moral qualities, are exemplary, have prestige in the residential community, and are trusted by the people; themselves and their families are exemplary in morality, lifestyle, and well comply with the Party's guidelines and the State's laws.

At the same time, they must have cultural knowledge, capacity, experience and methods of mobilizing and organizing people to well implement the self-management tasks of the residential community and effectively implement the tasks assigned by the Party committees and local authorities at the commune level; encourage the selection of people with professional qualifications suitable to the operating requirements of villages and residential groups.

Team leaders also need to have the ability to apply information technology in accordance with task requirements; have the ability to plan, summarize, statistically, report and perform tasks according to regulations, and are not in the period of being disciplined, being prosecuted for criminal liability or being serving sentences or decisions of the court.

The Decree also clearly states that based on this regulation and the actual conditions of the locality, the Provincial People's Committee shall specify the standards, tasks and management, use, training, and fostering for non-specialized workers in villages and residential groups and people participating in activities in villages and residential groups.

Thus, according to the Ministry of Home Affairs, the specific regulation of standards for village heads and residential group leaders is under the authority of the provincial-level People's Committee.
