Determining the theoretical guidelines for innovation as the ideological foundation of the Party
The draft documents to be submitted to the 14th National Congress of the Party (14th National Party Congress) are being consulted by cadres, party members and people until mid-November 2025. Many agencies have organized forms of collecting public opinions, experts, and scientists through many forms of seminars and workshops.
According to the report from the Central Propaganda and Mass Mobilization Committee, from October 15, 2025 to November 4, there were a total of more than 2.5 million comments from cadres, party members and people on the draft documents submitted to the 14th National Party Congress.
Dr. Bui Van Thach - full-time Vice Chairman of the Central Theoretical Council, former Deputy Chief of the Party Central Committee Office - emphasized that the 14th Congress term has very high requirements for the aspiration to develop the country, with many new and important contents, "a requirement of the times".
The draft document has 18 new, fundamental issues, most importantly the core system to promote future breakthroughs. In particular, the first new point is that the Party identifies the theory of the innovation line as the Party's ideological foundation.

However, Associate Professor, Dr. Nguyen Manh Hung also acknowledged that achieving the above two 100-year goals is not easy. According to him, Vietnam has spent 40 years, moving from a poor, backward, underdeveloped, low-income country to a high-middle-income country. Thus, from now until 2045, there are about 20 years left for Vietnam to become a developed country with high income.
The Draft Political Report of the 14th Congress identifies the risk of coverage as the risk of falling behind, especially falling into the middle-income trap. However, before falling into the middle-income trap, there is a huge challenge: the "average thinking trap". Doing everything is fair, fair, even if done but not many results.
