Regarding the announcement of standards to apply the announcement of standards and the announcement of regulations, delegate Duong Khac Mai (Dak Nong Delegation) mentioned that one delegate said that these regulations waste time and opportunities for businesses.
"I think that it is not only because we "lost opportunities for businesses" and manufacturers that we ignore, forget health, and the opportunity to live healthy and develop comprehensively for consumers," said the delegate.
Delegates said that the publication of products and goods services in accordance with the standards and technical regulations that such individual organizations applies based on the results of the conformity certification by the organization assessing the conformity, implemented by the results of assessing the conformity of the organization and individual is essential.
At the same time, the delegate also suggested that the bill should specify the responsibility of the 3rd party, that is, the organization of the conformity certification organization to ensure strict and responsible for the results of their certification.
The delegate cited lessons from some cases of production of counterfeit goods and poor quality goods in large quantities, which have existed for a long time such as fake milk, fake medicine, and fake whole wheat flour that the police sector has recently discovered, clearly showing limitations and shortcomings that need to be immediately overcome the situation of "money spending, postponed".
According to the delegate, leaving it here is to ignore or know but ignore. Therefore, the law needs to have a fence, a fence of some layers to protect consumers from the production of counterfeit, poor quality goods, "invasion" of poor quality imported goods, counterfeit goods.
For the subject of producing counterfeit goods, goods with low quality, affecting the health of consumers, the delegate also said that there should be strict sanctions.
Delegate Nguyen Thi Suu (Hue City Delegation) warned that the regulation as in the draft "allowing goods with Vietnamese standards to circulate on the market" may lead to goods with separate standards, which may be cheaper to meet international orders, but if returned, those goods only need to meet Vietnamese standards to be brought to the market.
This can create loopholes, negatively affecting consumers' confidence that returned goods are of poor quality, and further affect the competitiveness of domestic products.

Delegate Tran Khanh Thu (Thai Binh Delegation) proposed adjusting the mandatory registration for groups of products at risk, having a great impact on vulnerable groups such as: health protection foods, medical milk, supplements, special diet foods, micronutrient enhancement products, etc.
"In particular, prohibiting excessive advertising of publications, but claims such as medicine, rapid weight loss... must be strictly managed," the delegate stated.
Delegate Tran Khanh Thu also said that violations of goods and products affecting consumer health should be strongly increased sanctions when detecting fraud.
Any business that commits this behavior needs to be severely punished, suspended from circulation, even required to stop all production, and criminally prosecuted for cases of fraud causing serious consequences.
At the same time, businesses must be responsible for compensating customers who have purchased and used that product.
