The Ministry of Home Affairs has completed the draft Decree on determining the authority of the internal affairs sector when organizing local governments at two levels. The draft is being appraised by the Ministry of Justice.
In the draft Decree, the Ministry of Home Affairs has determined the State's authority in the field of meritorious people.
Accordingly, specialized agencies on affairs under the People's Committee at the commune level shall pay preferential treatment in vocational and higher education directly or through personal accounts as required by learners according to the provisions of Clause 1, Article 98 of Decree 131/2021/ND-CP.
The draft Decree clearly states the beneficiaries of preferential treatment, including:
Beneficiaries according to regulations in France
People with revolutionary contributions include: Vietnamese Heroic Mothers; Heroes of the People's Armed Forces; Heroes of Labor during the resistance war; People who are honored or family members are awarded the "Fatherland's Merit" Medal or the "Fatherland's Merit" Certificate before the August Revolution in 1945;
Children of people with revolutionary contributions include: Revolutionary activists before January 1, 1945; Revolutionary activists from January 1, 1945 to the August 1945 uprising;
Heroes of the People's Armed Forces; Heroes of Labor during the resistance period; War invalids, including type B war invalids, recognized before December 31, 1993; people enjoying policies such as war invalids; War invalids; Resistance fighters infected with chemical substances; Veterans.
Students are entitled to preferential treatment according to regulations
People with meritorious services are studying at preschools, general education institutions, continuing education institutions (for students studying the junior high school and high school programs), boarding schools, universities, vocational schools, schools for the disabled and the disabled (hereinafter referred to as general education institutions).
Meritorious people and their children studying at vocational training institutions with a course of 1 year or more or higher or higher education institutions (hereinafter referred to as vocational training institutions, universities).
