The Ministry of Home Affairs has completed the draft Decree on determining the authority of the internal affairs sector when organizing local governments at two levels. The draft is being appraised by the Ministry of Justice.
In Section 4 of the draft Decree, the Ministry of Home Affairs proposes to determine the authority in the field of emulation and rewards.
Regarding the procedure of proposing or awarding the title of the State's honor "Heroic Vietnamese Mothers", the Ministry of Home Affairs stated: The mother or worshiper made a set of dossiers of application for donation or awarding the title of the State's "Heroic Mother" for the provisions of Clause 1, Article 4 of this Decree to the People's Committee of the commune where the mother resides or where the mother registered for permanent residence or residence.
Notably, the Chairman of the People's Committee at the commune level, within 10 working days from the date of receiving a complete dossier as prescribed, is responsible for:
Organize a meeting to review the records of each case of proposal or possession of the State honor "Vietnamese Heroic Mothers" with the representative of the Party Committee, People's Committee, Vietnam Fatherland Front, military, police and related organizations;
Signing the Proposal to commend or posthumously commend the State honorary title "Vietnamese Heroic Mothers" along with the List of Proposed or Commendation for State honorary title "Vietnamese Heroic Mothers" and a dossier of each case submitted to the Chairman of the Provincial People's Committee.
In addition, the Chairman of the People's Committee at the commune level, within 15 working days from the date of receiving a complete dossier as prescribed, is responsible for:
Direct the agency to be contacted to receive the dossier, organize the appraisal according to regulations;
sign the Submission with a list and documents (2 documents) to the Chairman of the Provincial People's Committee.
In addition, the draft Decree also clearly states the regulations on the responsibilities of the Chairman of the Provincial People's Committee and the Ministry of Home Affairs on the promotion and possession of State honors "Vietnamese Heroic Mothers".
