Emergency response to floods in mountainous areas west of Nghe An province

With the flood flow to Ban Ve hydroelectric reservoir at a very high level, the Prime Minister requested to focus on emergency response to floods in the Ca River basin.

On July 23, the Government Office announced that Deputy Prime Minister Tran Hong Ha had just signed Official Dispatch No. 119/CD-TTg of the Prime Minister on focusing on emergency response to floods in the Ca River basin.

The dispatch was sent to the Chairman of Nghe An Provincial People's Committee; Minister of Industry and Trade; Minister of Agriculture and Environment; Minister of Construction; Minister of National Defense; Ministry of Public Security.

According to information from the Director of the Center for Hydro-Meteorological Forecasting, the circulation of storm No. 3 has caused very heavy rain in the mountainous areas of Nghe An province with common rainfall from 120 - 200mm, many places over 300mm (in the past 24 hours), and heavy rain has continued to occur in the upstream of Ca River in Laos.

The flood flow to Ban Ve hydroelectric reservoir is very high (the flood flow to the reservoir at 22:45 on July 22 was 10,044 m3/s, exceeding the designed flood flow of 7,770 m3/s), the upstream water level of the reservoir is increasing very rapidly, with the risk of exceeding the normal rising water level on the morning of July 23, 2025; there is a very high risk of flash floods, landslides on steep slopes, along rivers and streams, and deep flooding in low-lying areas.

To ensure the safety of people's lives and property, the safety of dykes, irrigation dams, and hydropower plants in Nghe An province, especially Ban Ve hydropower dam, the Prime Minister requested the Chairman of Nghe An Provincial People's Committee to report to the Provincial Party Committee Standing Committee and directly lead and direct the implementation of necessary measures to respond to floods in the area.

Ensure the safety of people's lives, the safety of dykes, irrigation dams, and hydropower plants in Nghe An province, especially Ban Ve hydropower dam; proactively develop plans to ensure population safety to be ready to deploy when the worst situations occur, and avoid being passive and surprised.

The Ministers of the Ministries of Agriculture and Environment and Industry and Trade closely monitor the developments of the flood situation, proactively coordinate with localities to direct the implementation of flood prevention and control work, ensuring the safety of dykes, irrigation dams, and hydropower plants according to assigned functions, tasks, and authority.

The Ministry of National Defense and the Ministry of Public Security direct the Military Region IV and forces stationed in the area to proactively coordinate with localities to deploy forces, vehicles, supplies, and equipment in key vulnerable areas at risk of construction incidents, flash floods, landslides, and deep flooding to be ready to support localities and people in responding to floods and floods, and providing rescue when required.

The Minister of Agriculture and Environment organizes monitoring, supervision and forecasting of flood and rainfall situations, proactively coordinates with countries and international partners to collect additional data, further improving the quality of rain and flow forecasts to the Ca River basin to serve the direction and operation of flood and rainfall response.

The Minister of Construction directs the implementation of measures to ensure traffic safety, promptly supporting localities to overcome landslides on main traffic routes.
