At nearly noon on July 23, a reporter from Lao Dong Newspaper was present on National Highway 7 through Vinh Hoan village, Con Cuong commune (located next to the Lam River) to record many houses on the road flooded almost to the roof.
National Highway 7 here is deeply flooded and has been blocked by authorities.


The guard here, Mr. Nguyen Van Hai, said that the flooded section in Vuc Bong waist is about 300m long, of which the deepest flooded area is 1.5m. The road barrier has been set up here since around 8:30 this morning (July 23).
At this time, the Nghe An Provincial Military Command also used a car to transport a canoe to serve the access to the flooded area here.
Mr. Vo Van Bay - Deputy Director of Joint Stock Company 495 - the unit managing and maintaining this National Highway 7 - said that due to the impact of storm No. 3, from last night to today, National Highway 7 from Con Cuong commune to Nam Can border gate with a length of more than 200km was flooded at 21 points, causing complete traffic disruption.


According to Mr. Bay, the area near the downstream of this road is still deeply flooded, while in Muong Xen commune (old Ky Son district), the water has receded about 3m.
The company is deploying machinery to clear mud and overcome the consequences on National Highway 7 in Muong Xen commune.
In Vinh Hoan village, Con Cuong commune, located along National Highway 7, dozens of houses were flooded almost to the roof.




Mr. Tran Van Dung (49 years old) said that on the night of July 22 and early morning of July 23, the water was more than 3 meters deep into his house, almost up to the roof. His family evacuated to another place, he only had time to carry some assets to board the boat and row the boat out of the house. As of noon, the flood level had not yet receded.
