On the afternoon of March 31, in Hanoi, Politburo member and National Assembly Chairman Tran Thanh Man chaired a meeting of the National Assembly Standing Committee to give opinions on the preparation for the 9th session of the 15th National Assembly.
Concluding the session, National Assembly Chairman Tran Thanh Man emphasized that at this session, priority will be given to submitting to the National Assembly for consideration and decision on truly urgent contents to serve the work of restructuring the apparatus; issues of law and resolution adjustment closely related to socio-economic development and national development.
According to the National Assembly Chairman, this session will adjust the time for consideration and approval of a number of draft laws. Typically, for the draft Law on Atomic Energy (amended), the draft Law amending and supplementing a number of articles of the Law on Product and Goods Quality, adjusting from giving opinions to reviewing and approving at the 9th session;
Adjust the time to submit the draft Law on Civil Judgment Enforcement (amended) from giving opinions at the 9th session and approving at the 10th session to giving opinions and approving at the 10th session (according to the process at a session);
Adjust the time for reviewing and approving the draft Law amending and supplementing a number of articles of the Law on Supervisory Activities of the National Assembly and People's Councils from the 9th session to the 10th session.
To ensure the quality of the submission of the draft law, the National Assembly Chairman suggested that the Government and the Supreme People's Court urgently complete the Documentation of the draft laws in accordance with regulations.
At the same time, 5 contents were withdrawn from the expected session program, including: draft Press Law (amended); draft Water Supply and Drainage Law; draft Banking Law (amended); draft Law on Urban Development Management; draft Resolution of the National Assembly on the Law and Ordinance Development Program in 2026, adjusting the Law and Ordinance Development Program in 2025.
The National Assembly Chairman suggested that agencies in their assigned fields closely coordinate with the Standing Committee of the Law and Justice Committee and the agencies of the National Assembly to report to the National Assembly Standing Committee for consideration and decision on adjusting the 2025 Law and Ordinance Development Program for the above related contents.
Regarding the preparation for the 9th session of the 15th National Assembly, the National Assembly Chairman suggested that the agencies of the Government, the National Assembly and relevant agencies continue to closely coordinate, make the highest efforts and determination to complete the dossier and documents for submission to the session; especially the contents submitted to the National Assembly for consideration and approval according to the one-session process; submit to the National Assembly Standing Committee for comments at the latest at the 44th Session (April 2025), limit to postpone to the 45th Session (May 2025).
The National Assembly Chairman assigned the Petition and Supervision Committee to continue to effectively implement the work of receiving citizens; strengthen the review and timely resolution, and resolve pending, prolonged, and complicated complaints and denunciations at the grassroots level to limit large-scale and excess complaints.
