However, VNA quoted Minister of Home Affairs Pham Thi Thanh Tra as saying that in the immediate future, the restructuring of the apparatus will be implemented at the central level.

"The arrangement of provincial administrative units will be carried out later and there is currently no policy to immediately merge provinces and cities," the Minister of Home Affairs affirmed.

Previously, at the end of November 2024, the Ministry of Home Affairs sent a document to the Ministry of Public Security requesting to handle false information about the province merger.

On behalf of the Ministry of Home Affairs, Chief of Office and Spokesperson of the Ministry of Home Affairs Vu Dang Minh sent a document to the Ministry of Public Security to coordinate and direct cyber security agencies to review and handle the dissemination of false information that causes public confusion and affects social stability related to the merger of provinces and centrally-run cities.

According to the Ministry of Home Affairs, the merger of provincial administrative units is not only based on the criteria of area and population but also on other criteria such as national security, sovereignty protection, geopolitical position, regional planning, national and community culture.
