Vietnam has sufficient historical evidence and legal basis to affirm its sovereignty over the Hoang Sa archipelago in accordance with international law.

On August 28, answering a reporter's question asking to know Vietnam's reaction to China's illegal reclamation and construction activities at Hai Sam Reef and Ba Ba Island in Vietnam's Hoang Sa archipelago, Vietnamese Foreign Ministry Spokesperson Pham Thu Hang affirmed: "Vietnam's position on the Hoang Sa archipelago is clear and consistent. Vietnam has sufficient historical evidence and legal basis to affirm sovereignty over the Hoang Sa archipelago, including Hai Sam Reef and Ba Ba Island, in accordance with international law".

Ms. Pham Thu Hang emphasized that Vietnam reaffirms that all activities of foreign countries in the Hoang Sa archipelago, including Hai Sam reef and Ba Ba island, without the permission of the Vietnamese side are completely illegal and invalid. Vietnam resolutely opposes, has seriously intervened and affirmed its position on this issue, requesting immediate termination and no recurrence of similar activities.
