On May 29, in Singapore, General Secretary and President To Lam held talks with Singaporean Prime Minister Lawrence Wong.
Prime Minister Lawrence Wong warmly welcomed General Secretary and President To Lam and his wife and the high-level Vietnamese delegation on a state visit to Singapore and attending the Shangri-La Dialogue.
Prime Minister Lawrence Wong expressed his impression of Vietnam's development achievements in recent times and said that with the upgrade of relations to a Comprehensive Strategic Partnership in March 2025, the relationship between the two countries still has a lot of room to further deepen cooperation in various fields.
General Secretary and President To Lam emphasized that Vietnam considers the work of building a socialist rule-of-law state as a strategic task; determined to successfully build a new growth model based on the knowledge economy, digital economy, green economy, in which science, technology, innovation, and digital transformation are key driving forces and these are also the new fields that Vietnam prioritizes cooperating with Singapore.
The General Secretary and President also affirmed that Vietnam will continue to reform the administrative apparatus, streamline, reduce focal points and reform administrative procedures, towards a state system that operates effectively, efficiently and efficiently like Singapore.

The two leaders agreed to continue to foster political trust through maintaining high-level delegation exchanges and regular contacts; promoting the effectiveness of bilateral cooperation mechanisms; raising the level of strategic cooperation commensurate with the stature of the new relationship framework through establishing the Strategic Dialogue mechanism between the Communist Party of Vietnam and the Singapore People's Action Party; bringing science and technology cooperation into practical implementation, highly appreciating the organization of the Vietnam - Singapore Technology Connection Forum, through the initiative on Vietnam - Singapore technology connection, in order to form a strategic science and technology ecosystem between the two countries.
The two sides also agreed to further promote the Green Economy - Digital Economy Partnership, especially in the implementation of clean energy connection projects, carbon credit exchange; development of the International Financial Center; development of the new generation Vietnam - Singapore Industrial Parks (VSIP) system associated with high technology transfer.
The two sides also agreed to cooperate more closely in the field of security and defense, promote cooperation in preventing cybercrime and drug crime; strengthen cultural and tourism cooperation, people-to-people exchanges; promote aviation, logistics, and seaport connectivity. The two sides agreed to continue to strengthen cooperation to ensure the self-reliance of the supply chain, including food security and energy security.
General Secretary and President To Lam thanked and requested Singapore to continue to prioritize Vietnam in training cadres, especially strategic-level cadres, fostering talents to serve national development in the new era; support Vietnam in the operation and management of the National Data Center and the High-Performance Computing and Artificial Intelligence Center.
The Prime Minister of Singapore appreciated more than 22,000 Vietnamese students studying in Singapore, affirming his support for Vietnam's human resource development.
