Establishing large delivery centers at border gates
On the morning of February 27, at the Government Standing Committee meeting with State-owned enterprises, Mr. Tao Duc Thang - Chairman and General Director of the Military Industry and Telecommunications Group (Viettel) - said that regarding digital technology, the issuance of Resolution 57-NQ/TW of the Politburo is a great motivation for the group.
Currently, the unit has received many requests from localities and large enterprises wanting Viettel to advise and propose solutions on digital transformation. This is a growth driver for localities but also a growth driver for Viettel. The growth target for this sector set by the group is 25-30%.
For high-tech industry, this field cannot be done immediately but must have a research process. There are projects that the group has researched for decades and is achieving results in the military and civil fields. Viettel also set a growth target of 30% for this segment.
The fields of delivery, post and logistics are potential fields but very segmented, there are many small businesses that make delivery, need to be leading in this field.
The Group is also being supported by the Government and the Ministry of National Defense to establish large delivery centers at border gates, smart border gates, etc. This not only helps Viettel grow in this field but also contributes to increasing production productivity and goods circulation.
Viettel aims to develop 5G this year, covering all areas from urban areas to industrial parks. Ensure that 50% of these places have 5G and people or small and medium-sized enterprises also have the opportunity to connect for growth.
In terms of industry, Viettel's research contributes to serving products in the ecosystem.
Regarding recommendations, first with Resolution 57-NQ/TW and Resolution 03/NQ-CP, the group hopes to participate in implementing and hopes that the issued policies will be put into practice.
Second, the group believes that, to grow by 8% and grow by double digits in the following years, there needs to be innovations and investment must be made right now. Whether research projects can be successful or not, from now on, there needs to be testing and evaluation, there needs to be businesses that boldly apply new things.
Finally, Viettel believes that it is certain to expand abroad and this is not easy, the group and other businesses need support from the Government.
Proposing businesses to decide to invest with a total investment of up to VND5,000 billion

Mr. Le Ngoc Son - General Director of the Vietnam Oil and Gas Group (Petrovietnam) - made 3 recommendations to the Government.
Firstly, the implementation of the Politburo's conclusions and Resolution 38/NQ-CP of the Government opens up new development space, creating resources for the development of the oil and gas industry and Petrovietnam.
Therefore, it is necessary to have the support of the Government, ministries and branches to institutionalize into specific mechanisms and policies, which first of all is to amend right in the charter and financial regulations of Petrovietnam.
Second, for the regulations on decentralization and investment policies in the draft Law on Management and Investment of State Capital in Enterprises, the group hopes to have a clear decentralization in absolute numbers or according to the ratio on charter capital and a stronger decentralization to enterprises.
Petrovietnam proposes one of the following options:
The enterprise decides to invest in a total investment of up to VND 5,000 billion, or 50% of the charter capital.
The owner's representative agency decided to invest up to VND 10,000 billion.
The Prime Minister decided to invest over VND10,000 billion. On February 17, at a meeting chaired by the Minister of Finance, the group made a specific recommendation.
Third, it is recommended that the Prime Minister authorize the approval of a number of issues arising in the process of implementing oil and gas exploration and exploitation activities.
