The Ministry of Home Affairs proposes priority points when classifying administrative units, in which it clearly stipulates the add-ons for mountainous communes and ethnic minority areas.

The Ministry of Home Affairs has just sent the Ministry of Justice a dossier for appraisal of the draft Decree on the classification of administrative units.

One of the notable contents in the draft Decree is the priority point in the classification of administrative units.

Provinces and communes with a natural area equal to 300% of the standard prescribed in the Resolution of the National Assembly Standing Committee on the standards of administrative units will be added 5 points; over 300%, for every 100% increase, 2 points will be added but not more than 10 points.

Wards with a population of 300% of the standard prescribed in the Resolution of the National Assembly Standing Committee on the standards of administrative units will be added 5 points; over 300%, for every 100% increase, 2 more points will be added but not more than 10 points.

Commune-level administrative units in regions I of ethnic minority and mountainous areas are added with 3 points; commune-level administrative units in regions II of ethnic minority and mountainous areas are added with 5 points; commune-level administrative units in regions III of ethnic minority and mountainous areas are added with 10 points.

Commune-level administrative units are identified as economic, cultural, educational, training, medical centers, traffic hubs, playing a role in promoting the socio-economic development of an inter-commune and ward cluster with 3 points added;

The commune-level administrative unit is identified as a provincial-level specialized center for economy, finance, culture, education, training, healthcare, tourism, science and technology at the provincial level, a traffic hub, with the role of promoting the socio-economic development of the province, with 5 points added;

Commune-level administrative units are identified as provincial-level administrative centers, comprehensive centers for economy, finance, culture, education, training, healthcare, tourism, science and technology, and traffic hubs, playing a role in promoting the socio-economic development of the province and inter-provincial regions with 10 points.
