Before the commune merger, Ms. Nguyen Thi Ngoc (character's name has been changed) was the Secretary of the Commune Youth Union and was entitled to allowances for concurrently holding the position of part-time commune official with the position of Deputy Head of the Inspection Committee, coefficient 1.4.
After 3 communes merged into 1 commune, Ms. Ngoc was transferred to work in the new commune. Notably, the new commune is not one of the 3 previously merged communes in which she used to work. Therefore, Ms. Ngoc wonders whether in the new commune, she will continue to receive allowances for concurrently holding the position of part-time Head of the old Commune Inspection Committee or not.
According to Official Dispatch No. 16 dated August 9, 2025 of the Central Steering Committee, Ms. Ngoc said that she is still eligible to continue receiving concurrent allowances for a period of 6 months.
Ms. Ngoc's question was responded to by the Ministry of Home Affairs on the Electronic Information Portal.
Clause 4, Article 11 of Resolution No. 76/2025/UBTVQH15 dated April 14, 2025 of the National Assembly Standing Committee on the arrangement of administrative units in 2025 stipulates: " Maintain the current regime, salary policy and position allowances (if any) of cadres, civil servants and public employees affected by the arrangement of administrative units who are still cadres, civil servants and public employees at agencies and organizations in the political system for 6 months from the date of the work arrangement document. After this time, implement the regime, policies and position allowances according to the provisions of law".
Accordingly, the Steering Committee for the implementation of the arrangement and reorganization of administrative units at all levels and the development of a model of the organization of local government at both levels of the Government issued Official Dispatch No. 03/CV-BCD dated April 15, 2025, Official Dispatch No. 11/CV-BCD dated June 4, 2025 and Official Dispatch No. 16/CV-BCD dated August 9, 2025 guiding the implementation (reservation or continued enjoyment) of allowances for cadres, civil servants and public employees when implementing the arrangement of local government at both levels from July 1, 2025.
