Continuing the 9th Session, on the morning of May 27, the National Assembly discussed in the hall the draft Law amending and supplementing a number of articles of the Penal Code.
Participating in contributing opinions, delegate Nguyen Anh Tri - Hanoi National Assembly Delegation assessed that the content of this amendment to the Law has a very important point, which is to add the penalty of "Cons tidal death not considered for sentence reduction".
According to the delegate, adding this penalty helps the trial process become more reasonable, because "there are crimes that if they are punished with death are too serious, but the life sentence is too light". The above punishment still has the deterrent meaning of excluding criminals from society, but humanity and humanity are also shown.
However, the delegate suggested that for any crime from the death penalty to life imprisonment not to be considered for a reduction, the drafting agency must review and record the opinions of the parliamentary delegates who have contributed.

At the same time, delegate Nguyen Anh Tri also proposed adding the subject "Teachers treat their diseases" to Point d, Clause 1, Article 123 of the draft Law.
Accordingly, this content only stipulates that those who kill their husband, grandmother, father, mother, or guardian, their teachers and teachers will be sentenced to imprisonment from 12 to 20 years, life imprisonment, life imprisonment without consideration of reduction in sentence or death.
The delegate believes that, morally, violating the health and body of a relative born to him or her, a person who teaches him or her, and a person who treats him or her is an unethical act and should be treated equally.
In addition, the delegate mentioned the current situation in our country where medical staff are threatened, assaulted, and beaten a lot, and there are also many cases of being killed.
"Therefore, I hope the draft law will be supplemented so that health workers can practice with peace of mind," delegate Nguyen Anh Tri proposed.

Also at the discussion session, many delegates proposed considering not removing the crime of "illegally transporting drugs" from the crimes considered for the death penalty.
According to delegate Nguyen Thanh Sang - Ho Chi Minh City National Assembly Delegation, there is no reason for us to make trade unions with illegal drug traffickers, especially those transported in large quantities.
The delegate worried that if the death penalty for this type of crime is abolished, "it is not advisable for Vietnam to become an international drug transit point".

Delegate Nguyen Thi Thu Nguyet - National Assembly Delegation of Dak Lak province also did not agree to abolish the death penalty for the crime of illegally transporting drugs.
According to Ms. Nguyet, transportation is an important link in the drug trafficking and illegal trading ring.
Meanwhile, in recent times, drug-related crimes have increased, delegate Nguyet raised the issue that if the death penalty is abolished, there will be enough deterrence. The delegate suggested that the drafting committee should comprehensively consider both theory and practice.
