In the afternoon of September 14, in Hanoi, the Inspection and Supervision Delegation of the Politburo and the Secretariat, led by Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu as Head of the Delegation (Inspection and Supervision Delegation No. 221) held a Conference to approve the draft report on the results of inspection and supervision for the Standing Committee of the Central Military Commission.
On the side of the Central Military Commission, attending the conference were General Phan Van Giang - Member of the Politburo, Deputy Secretary of the Central Military Commission, Deputy Prime Minister, Minister of National Defense; General Nguyen Trong Nghia - Member of the Politburo, Secretary of the Party Central Committee, Director of the General Department of Politics of the Vietnam People's Army.
Concluding the conference, Standing Secretary of the Secretariat Tran Cam Tu stated clearly that the world and domestic context are posing increasingly high demands for the work of building a contingent of cadres, especially leaders and commanders at all levels.
On that basis, the Central Military Commission leads and directs the advisory and assisting agencies of Party committees at all levels in the Army to regularly review, supplement, and promulgate a system of regulations and rules on personnel work, ensuring synchronization, unity, clear authority, and clear responsibility.
Improve the quality of planning for leaders and commanders at all levels, ensuring a suitable age structure; have effective solutions to supplement the source of planning for young cadres, female cadres, ethnic cadres, cadres with scientific and technological qualifications, digital transformation, experts... proactively prepare a contingent of successor cadres with sufficient qualities, capacity, prestige, meeting the requirements of the Army's tasks in the coming period.
Continue to strengthen the mobilization and rotation of leaders and commanders at all levels to the grassroots level, especially for difficult areas and units ready for combat; have synchronous solutions to arrange and effectively use cadres after mobilization and rotation.
The Standing Committee of the Secretariat also noted that it is necessary to strengthen discipline and order in cadre work and cadre team management; improve the quality of appraisal, verification, verification, and conclusion of political standards; attach importance to and regularly inspect, supervise, and control power, prevent and combat corruption, wastefulness, and negativity; promote and promote the role and responsibility of cadres, especially leaders, managers, and heads of units.
It is necessary to have effective measures to protect officials who dare to think, dare to do, dare to take responsibility, dare to innovate and create for the common good; at the same time, resolutely and strictly handle collectives and individuals with violations and shortcomings according to regulations, contributing to timely screening and replacing officials who no longer ensure standards and conditions, and do not meet the requirements of assigned tasks.
Continue to innovate the forms, content, methods, and training programs; prioritize fostering command capabilities in high-tech warfare, unit management, foreign language proficiency, and digital skills; value and effectively implement policies to attract and value talents.
