Selecting and assigning the right people for the development of the Capital
During his lifetime, President Ho Chi Minh paid great attention to cultivating revolutionary ethics and improving the working capacity of each cadre and party member. According to him, when there is a correct revolutionary line, cadre work is the decisive step.
Uncle Ho said: "Cadres are the root of all work", because "cadres are "those who explain the Party's and Government's guidelines and policies to the people to understand and implement. At the same time, they report the people's situation to the Party and the Government to understand clearly in order to set the right policies"... Therefore, "all successes or failures are due to good or bad cadres".
Over the past 70 years (October 10, 1954 - October 10, 2024), the Hanoi Party Committee has always attached importance to the work of building and rectifying a strong and comprehensive Party, especially building and rectifying the Party in terms of organization and cadres.
Hanoi considers this one of the key steps and breakthrough tasks in the congress terms, focusing on building a team of cadres to meet the requirements in the new period.
As soon as she took office in the city, Secretary of the Hanoi Party Committee Bui Thi Minh Hoai requested to focus on promoting the building of a clean, strong, truly exemplary and pioneering Party Committee and political system in the capital.
Special attention should be paid to building a contingent of Hanoi cadres to meet the requirements of tasks in the new situation; thoroughly grasp and well implement the motto "people are the root", truly taking people as the center, the subject, resource and goal of all development strategies, ensuring "people know, people discuss, people do, people inspect, people supervise, people benefit".
It is necessary to select cadres and party members who are truly exemplary, have good moral qualities, are qualified, have enthusiasm, and are highly responsible for the common work of the Party and the people.
Continue to do better in all aspects of personnel work, focusing on effectively implementing rotation, transfer, and job position conversion... to select and arrange the right people who are truly virtuous, talented, honest, dedicated, and responsible for their work and the development of the Capital.
The Standing Committee of the Hanoi Party Committee requested to continue effectively implementing the pilot exam for recruiting leaders and managers at the department level in Party agencies, the Vietnam Fatherland Front and socio-political organizations...; review and study the promulgation of mechanisms and policies to encourage and protect dynamic, creative people who dare to think, dare to do, and dare to take responsibility.
Overcome the situation of working at a slow pace, being hesitant, "afraid" to give advice, being lax, avoiding, pushing away assigned work, showing the mentality of "backing down", being afraid of making mistakes, and being afraid of responsibility among a number of cadres, civil servants, and public employees.
Treating shirking and avoiding responsibility in Hanoi
After more than a year of implementing Directive No. 24-CT/TU dated August 7, 2023 of the Standing Committee of the Hanoi Party Committee on "Strengthening discipline and responsibility in handling work in the political system of Hanoi City", the awareness and actions of cadres and party members have changed dramatically.
The 25 suggested identification signs issued with Directive No. 24-CT/TU of the Standing Committee of the City Party Committee are divided into 3 groups, easy to understand and remember, so that cadres and party members can self-examine and self-correct every day.
Looking at these 25 manifestations, authorities and people can easily evaluate, inspect and supervise the compliance with discipline and responsibility in handling work of cadres and party members, especially heads of Party committees, units and localities.
This can be considered a "stick" to cure the disease of shirking responsibility, avoiding responsibility; taking discipline lightly; and at the same time, it is also a test for cadres.
Regarding the results of implementing Directive 24, Chairman of Dong Anh District People's Committee Nguyen Anh Dung said that the district is determined to replace and transfer cadres, civil servants, and public employees, especially leaders who do not meet task requirements and have weak capacity.
According to Mr. Nguyen Anh Dung, the district also focuses on building and improving the quality of cadres at all levels to meet the requirements of urban government tasks. Dong Anh district has dismissed 2 commune People's Committee Chairmen and assigned other work to 4 Party Committee Secretaries.
In Hoang Mai district, Chairman of the District People's Committee Nguyen Minh Tam said that along with thoroughly grasping and implementing Directive No. 24 with positive results, the district has supervised the leadership, direction and implementation of the directive for 7 Party organizations and 18 individuals.
According to Mr. Nguyen Minh Tam, a number of major, difficult, and important issues that have existed for many years in the district have been selected for leadership and direction to focus on, initially creating positive changes. Many complicated cases have been completely resolved, such as in the fields of site clearance, urban management, construction order management, etc.
"Directive No. 24 has created positive pressure, some unit leaders (at department and ward level) are fully aware of their capacity and responsibility, so they have submitted applications to resign from their leadership and management duties," said the Chairman of the People's Committee of Hoang Mai District.
Mr. Vu Duc Bao - Head of the Hanoi Party Committee's Organization Board - said that after the directive was issued, the work of inspection, supervision and public service inspection was strengthened, with focus and key points. After inspection, supervision and public service inspection, 873 organizations and individuals were found to have violated the law and 368 organizations and individuals were disciplined.
Mr. Vu Duc Bao said that the leadership method of the City Party Committee and Party Committees at all levels has many innovations, with focused leadership; focusing on leading and directing the big, difficult and complicated tasks of the city; thereby creating motivation in the entire political system to carry out the tasks of the city and localities, units...
In addition to the achieved results, the Head of the Hanoi Party Committee's Organization Board also pointed out some limitations such as the development of work programs at some agencies and units is still formal and scattered; the assignment of responsibilities is unclear, and tasks overlap.
In addition, according to Mr. Bao, the actual capacity of a small number of cadres has not kept up with the requirements and tasks of the new period.
The Head of the Hanoi Party Committee's Organization Board also said that the work of arranging and using cadres in some cases is not in accordance with their training, capacity and strengths. The work of developing plans and implementing inspection, supervision and self-inspection of public service of some Party committees, agencies and units is still formal, not regular and not very effective.
