On May 7, Politburo Member, Standing Secretary of the Secretariat Tran Cam Tu mentioned this requirement at the Conference summarizing 10 years of implementing Directive No. 47-CT/TW dated June 25, 2015; thoroughly grasping and implementing Directive No. 02-CT/TW dated January 31, 2026 of the Secretariat on strengthening the Party's leadership over fire prevention and fighting and rescue (PCCC & CNCH) in the new situation. The conference was organized online from the Ministry of Public Security headquarters to the 34 provinces and cities.
Speaking to direct and conclude the Conference, on behalf of the Politburo and the Secretariat, Standing Secretary of the Secretariat Tran Cam Tu clearly stated that in the context of socio-economic development associated with urbanization, modernization and science and technology development taking place strongly, climate change, natural disasters, epidemics, along with the risk of fires, explosions and potential incidents with many complex and unpredictable factors.
Fire Prevention and Fighting & Rescue work is not only a regular task of functional agencies but also the responsibility of the entire political system, including the comprehensive and direct leadership role of the Party.
The Standing Committee of the Secretariat requested Party committees and authorities at all levels to thoroughly grasp and well implement the motto of taking prevention as the main thing, taking grassroots areas, residential areas, and residential groups as the focus to deploy and organize implementation; must regularly pay attention to doing a good job of propaganda and mobilization for people; in which, each cadre and party member must be exemplary in complying and mobilizing family and relatives to strictly comply with the provisions of law.
At the same time, consolidating local forces, improving incident response capacity according to the "4 on-site" motto, training and drills need to be organized regularly, closely following the actual situation; focusing on improving coordination skills and timely and effective situation handling capabilities.
The Standing Committee of the Secretariat requested to continue to improve the effectiveness and efficiency of state management according to the motto "pre-inspection ensures, post-inspection is regular"; strengthen inspection and supervision of the implementation of policies, laws, standards, and technical regulations on PCCC & CNCH; continue to study and improve mechanisms and policies, promote administrative procedure reform, ensure database interconnection between sectors and levels, create favorable conditions for people and businesses; promptly and strictly handle violations, resolutely prevent the situation of lax state management in this field.
Mentioning the main and core role, the Standing Committee of the Secretariat requested to focus on building a truly elite and modern Fire Prevention and Fighting & Rescue Police force.
The Police force must play the main and core role, closely coordinate with the Army and relevant functional forces; focus on training and improving professional skills for officers and soldiers to solve situations right from the beginning, minimizing damage to people and property," the Standing Committee of the Secretariat stated clearly.
