Developing principles, criteria, and standards for the arrangement of public service units

The Prime Minister requested ministries and branches to develop principles, criteria, standards and assign localities to propose the arrangement and assignment of public service units.

On the evening of October 6, Politburo member and Prime Minister Pham Minh Chinh chaired a meeting of the Government Steering Committee on summarizing Resolution No. 18-NQ/TW on the arrangement of public service units under ministries, branches and localities.

The Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW of the Government has issued Plan 130/KH-BCDTKNQ18 on the arrangement of public service units, state-owned enterprises, and organizations within the state administrative system.

Accordingly, at the central level, continue to review and streamline the organizational apparatus in ministries, ministerial-level agencies, and agencies under the Government, especially department-level units and departments under ministries and branches, ensuring no overlap in functions and tasks; strictly implement the policy of not establishing departments in departments under ministries and branches.

In localities, review and urgently issue regulations on the functions, tasks, and organizational structure of agencies, units, and organizations at the provincial and commune levels, especially agencies, units, and organizations after consolidation and merger according to the new model.

Propose and adjust appropriately if necessary to ensure no overlap or omission of functions and tasks; continue to research and propose plans to streamline internal organizations of provincial departments, branches, agencies and units.

Concluding the meeting, the Prime Minister emphasized the goal of streamlining the apparatus of the political system to operate effectively and efficiently, improving autonomy, improving labor quality, increasing the quality of public services, serving people and businesses, reducing state budget expenditures.

Ministries, branches and localities continue to review and clarify the political basis of the arrangement of public service units to have the most optimal possible plan.

The Prime Minister requested the Ministry of Home Affairs to, based on Document No. 59-CV/BCD dated September 12, 2025 of the Central Steering Committee and Plan 130/KH-BCDTKNQ18 of the Government Steering Committee, guide ministries, branches and localities to continue to reorganize public service units, state-owned enterprises and focal points within agencies and organizations in the political system.

The Prime Minister emphasized that with many public service units in the two fields of education and health, the Ministry of Education and Training, the Ministry of Health and especially localities need to review and evaluate the overall activities of the units in the past time.

Thereby analyzing the good and bad aspects, reviewing whether the arrangement is in accordance with the Party's policies and the provisions of the law.

In particular, the Prime Minister requested that the practical situation of the locality must be closely followed to propose the arrangement of public service units in these two fields in the most reasonable way. The highest goal is to ensure people's health care and ensure that students can go to school.

The Prime Minister emphasized the important goals of the arrangement, which are to reduce focal points and increase scale; improve services for people and businesses.

The Prime Minister requested ministries and branches to develop principles, criteria, standards and assign localities to base on them and the actual conditions in their localities to propose the arrangement and arrangement.

If there is a reality that the documents of the Party and the laws of the State have not been fully covered, then report and propose to competent authorities for amendment; at the same time, we must thoroughly grasp the spirit of not taking examples from 1 or 2 communes to generalize for the whole country.
