On October 5, at the Government headquarters, Politburo member and Prime Minister Pham Minh Chinh chaired an online conference with localities in September 2025, discussing many important contents.
In his opening speech, the Prime Minister stated that we have passed 3/4 of 2025 in the context of the world continuing to face many difficulties, challenges, and increasing risks, with prolonged conflicts and instability in some regions, including ASEAN; world gold prices increased sharply, reaching a new record.
In the country, we focus on implementing 6 key tasks:
1. Organize the operation of local government at 2 levels.
2. Promote economic growth to 8% or more in 2025.
3. thoroughly grasp and organize the implementation of the Politburo's breakthrough resolutions.
4. Preparing to serve the 13th Central Conference and the 10th Session of the 15th National Assembly (the Government will submit to the National Assembly for approval 50 draft laws and resolutions, the most in a session to date).
5. Organize Party Congresses at all levels, towards the 14th National Party Congress.
6. Focus on preventing, combating and overcoming the consequences of natural disasters, including 4 major storms in September that caused heavy damage in many localities in the North and Central regions.
The head of the Government also stated that the general socio-economic situation is better in the following month than the previous month, the following quarter is better than the previous quarter, and the overall 9 months of 2025 are better than the same period in 2024.
Notably: The macro economy continues to be stable, inflation is controlled, major balances are guaranteed, growth is strongly promoted; cultural and social fields are focused on, social security is guaranteed, people's lives are improved.
However, the Prime Minister stated that traditional growth drivers have not met expectations, new drivers need time to be effective.
The 2-level local government model still has some difficulties and problems (especially in personnel arrangement, connection, and connection of administrative procedures and data); there are consecutive major storms, prolonged heavy rains, and heavy damage.

Suggesting the content of the discussion on the socio-economic situation in September, the third quarter and the first 9 months, the Prime Minister suggested that the delegates focus on analyzing the context, the situation, what is new, what is special to note and impact on our country; evaluate the direction and administration of the Government, the Prime Ministers of ministries, branches and localities.
At the same time, clarify the socio-economic situation, what is good and what is not good, objective and subjective causes, lessons learned; deploy the 2-level local government model, what is inadequate and what solutions are needed.
The Prime Minister also asked delegates to discuss and clearly identify key tasks and solutions for September and the fourth quarter of 2025, noting solutions to achieve high growth, from 8.3-8.5% in a very difficult context, associated with macroeconomic stability, controlling inflation, ensuring major balances of the economy, cultural, social, environmental, national defense, security, foreign affairs, social housing development, and ensuring social security.
