Deputy Prime Minister Pham Thi Thanh Tra has just signed document No. 412/TTg-TCCV of the Prime Minister requesting the implementation of a number of key tasks on organizational structure, public duties, civil servants, emulation, and commendation.
Regarding the review, arrangement, and consolidation of functions, tasks, and organizational structure of ministries and ministerial-level agencies, the Prime Minister requested central ministries and sectors to urgently review functions, tasks, and organizational structure, and promote the arrangement and streamlining of internal organizational focal points of ministries and sectors.
Based on the review results, in case of necessary amendments and supplements, ministries and sectors shall urgently develop according to the simplified order and procedures a draft Decree stipulating the functions, tasks, powers and organizational structure of their agencies and send it to the Ministry of Home Affairs and the Ministry of Justice; receive, explain, and complete the draft Decree, and submit it to the Government before May 5, 2026.
The Ministry of Home Affairs and the Ministry of Justice shall summarize, develop plans, urge, and appraise the draft Decree stipulating the functions, tasks, powers and organizational structure of ministries and ministerial-level agencies.
Regarding the review and arrangement of inter-sectoral coordination organizations: Ministries and ministerial-level agencies urgently review and propose plans to consolidate, reorganize or dissolve inter-sectoral coordination organizations established by the Prime Minister, ensuring compliance with the provisions of law, and send them to the Ministry of Home Affairs before April 25, 2026.
Based on the review results of ministries and agencies, the Ministry of Home Affairs shall preside over and propose to arrange and consolidate inter-sectoral coordination organizations that are not operating, operate ineffectively or overlap in tasks and powers, and report to the Prime Minister for consideration and decision no later than May 5.
Ministries and ministerial-level agencies organize preliminary reviews of 1 year of implementing 2-level local government, carefully assess the feasibility in implementing decentralization, delegation of power, and decentralization of authority in management, and propose appropriate handling plans.
Continue to review the specialized legal system to supplement and improve decentralization and delegation of power in accordance with the motto "locality decides, locality does, locality takes responsibility".

People's Committees of provinces and cities summarize 1 year of implementing 2-level local government, summarize the implementation of laws on decentralization, delegation of power, and decentralization of authority in localities to promptly adjust, guide, amend or propose competent authorities to amend and promulgate new documents in accordance with the roadmap and requirements; at the same time, proactively implement effective decentralization, meeting the requirements of state management in the area.
The Ministry of Home Affairs shall preside over and coordinate with agencies and localities to review and assess the feasibility and difficulties and obstacles in the process of implementing assigned and delegated tasks, decentralizing authority, and thoroughly removing difficulties and obstacles for local authorities at 2 levels, to be completed in the second quarter of 2026.
Prepare the contents of the preliminary review of 1 year of operation of local governments at 2 levels, and report to the Prime Minister before May 5.
Regarding the field of civil servants and public duties, the Prime Minister assigned the Ministry of Home Affairs to urgently preside over and coordinate with relevant agencies to develop the Prime Minister's Directive on improving the quality of grassroots cadres to meet the requirements of the new situation, and submit it to the Prime Minister in April 2026.
