Circular No. 01/2026/TT-BNV of the Ministry of Home Affairs clearly stipulates the salary ranking for people who have not received the salary scale prescribed by the state. The Circular takes effect from March 1, 2026.
In cases where there is a working time with compulsory social insurance contributions in accordance with the law, the salary ranking in the civil servant rank corresponding to the job position recruited according to the professional and nghiep vu salary scale for cadres and civil servants in state agencies attached to Decree No. 204/2004/ND-CP will be regulated into two groups:
First, the Ministry of Home Affairs stipulates salary ranking for cases of recruitment into positions with salary ranking in the rank of senior specialist and equivalent, main specialist and equivalent with requirements for working experience.
In this group, based on the total working time determined by the competent recruiting agency to be consistent with the professional qualification requirements of the job position, salary is ranked at the rank of senior and equivalent specialist, main and equivalent specialist, after deducting the number of working days with compulsory social insurance contributions corresponding to the number of working experience periods as prescribed by the recruited job position.
At the same time, the remaining time as a basis for ranking salaries in the corresponding civil servant rank according to the job position recruited will be calculated from grade 1, after each period of 3 years (36 months) is ranked up to 1 salary grade.
After converting the time to be classified into the salary grade, if there are months that are not enough 36 months, these months are counted as the time to consider the next salary grade increase or consider enjoying seniority allowances exceeding the framework (if any).
The second is to rank salaries for recruiters into job positions ranked in specialist and equivalent ranks, cadre and equivalent ranks, and employees.
Based on the total working time determined by the competent recruiting agency to be consistent with the requirements for professional qualifications and skills of the job position being recruited, calculated from grade 1, after each period of 3 years (36 months) for cases of recruitment to salaried job positions in the specialist and equivalent, personnel and equivalent ranks or after each period of 2 years (24 months) for cases of recruitment to salaried job positions in the employee rank rank ranked up to 1 salary grade.
After converting the time to be ranked into the salary grade, if there are months that are not enough 36 months (for cases of recruitment into salaried job positions in specialist and equivalent, civil servant and equivalent ranks) or not enough 24 months (for cases of recruitment into salaried job positions in employee ranks), then these months are counted as the time for considering the next salary grade increase or considering enjoying seniority allowances beyond the framework (if any).
