Ms. Pham Thi Mai (Thai Binh) has worked at a hospital (autonomous financial agency) under a professional contract, nursing code level IV and is receiving salary level 7 coefficient 3.06.
In July 2024, the hospital where she worked recruited civil servants, and Ms. Mai was selected as a Grade III Nursing civil servant.
"So can the hospital arrange my salary equivalent to Decree 85/2023/ND-CP?" - Ms. Mai wondered.
Regarding the reflection and recommendation of Ms. Pham Thi Mai, the Ministry of Home Affairs said: In case she was recruited after December 7, 2023, the salary arrangement will be applied according to the provisions of Clause 7, Article 1 of Decree No. 85/2023/ND-CP (amending Article 13 of Decree No. 115/2020/ND-CP) as follows:
In case a person is recruited or accepted as a civil servant according to the provisions of this Decree and has previously worked for a period of time in accordance with the provisions of law and has paid compulsory social insurance (if not continuously and has not received a one-time social insurance benefit, it will be accumulated), that period will be calculated as the basis for salary classification according to the professional title appropriate to the recruited or accepted job position if all conditions as prescribed are met.
Pursuant to Clause 7, Article 1 of Decree No. 85/2023/ND-CP, dated June 27, 2024, the Minister of Home Affairs issued Circular No. 05/2024/TT-BNV stipulating standards and conditions for promotion to grade II and grade I for administrative officers, clerical officers, and archival officers; salary classification for those recruited and accepted into civil servants.
