Salary for civil servants going for training abroad

Salaries for civil servants sent for training abroad are regulated in Decree No. 204/2004/ND-CP of the Government.

Ms. Nguyen Thi Nhung (Hanoi) questioned whether in the case of a civil servant sent by his/her agency to study abroad for 8 months, in which the foreign organization sponsors the tuition fee (not accommodation, airfare, living expenses), will he/she be paid 40% of his/her salary according to the provisions of Clause 4, Article 8 of Decree 204/2004/ND-CP dated December 14, 2004?

Regarding the reflection and recommendation of Ms. Nguyen Thi Nhung, the Ministry of Home Affairs has responded on the Electronic Information Portal.

The Ministry of Home Affairs said that, in Clause 4, Article 8 of Decree No. 204/2004/ND-CP dated December 14, 2004 of the Government, it is stipulated that cadres, civil servants, and public employees on the payroll of agencies, units, and salary recipients of the armed forces who are sent to work or study abroad for 30 consecutive days or more and receive living expenses sponsored by the State or receive salaries and living expenses sponsored by foreign countries or international organizations, during their time abroad, they are entitled to receive 40% of their current salary plus leadership position allowance and seniority allowance beyond the framework (if any).

The organization and implementation of policies for cadres, civil servants and public employees in Hanoi City is under the authority of the Hanoi People's Committee.

Therefore, the Ministry of Home Affairs recommends that you contact the agency managing cadres, civil servants and public employees of Hanoi City (Department of Home Affairs) for answers.
