In addition, it is necessary to temporarily suspend works and projects that are in the process of selecting construction contractors; works and projects that have signed construction contracts but have not yet mobilized personnel, machinery, materials, equipment, and have not yet paid costs to organize construction.
For works and projects that have signed construction contracts, contractors have mobilized resources and invested costs, or are under construction, it is necessary to temporarily suspend them to review and propose appropriate handling measures for each specific case.
The document clearly stated that for the procurement of assets and working equipment of agencies, organizations, departments, offices and units under the management of the district level, localities need to review the allocated budget sources.
Along with that, only conduct purchases when it is really necessary to maintain the operation of the agency or unit; in cases where it is not urgent, it is necessary to temporarily postpone the purchases.
