Accordingly, localities will organize to collect voters' opinions according to each residential group. Households sent representatives to participate in 2 contents: Project to reorganize administrative units of Lao Cai and Yen Bai provinces and Project to reorganize commune-level administrative units in districts, towns and cities.
Previously, documents to collect public opinions were posted on local electronic information pages; listed at the headquarters of People's Committees at all levels, village cultural houses, and residential groups and were disseminated on local mass media, at village and residential group meetings.

With high spirit and responsibility, on the morning of April 24, voters representing households in communes, wards and towns came to the halls, village cultural houses and residential groups very early to listen to the dissemination of information and give opinions on the projects to reorganize administrative units.

The natural area is nearly 13,257 km2 (reaching more than 165.7% of the standard); the population is more than 1.778 million people (reaching more than 197% of the standard).
