On September 22, at the Government Headquarters, Politburo Member, Prime Minister Le Minh Hung chaired a meeting to review the situation of deployment and promotion of disbursement of key projects in the transport sector (GTVT).
According to a report by the Ministry of Finance (as of August 31, 2026), key projects of the transport sector have disbursed 95,440 billion VND (reaching a rate of 38%), lower than the general disbursement progress nationwide (reaching nearly 50% by August 31, 2026).
Many large-scale projects have only disbursed less than 30% such as: Ring Road 3 HCMC; HCMC - Moc Bai; Can Tho - Hau Giang, Hau Giang - Ca Mau, Khanh Hoa - Buon Ma Thuot.
In particular, there are 12 projects with a disbursement rate of less than 5%, with a total capital of about over 93,000 billion VND; according to the implementation step, 6/12 projects are preparing for investment and 6/12 projects are implementing investment; it is noteworthy that 3 projects are being implemented but have not been disbursed.
Concluding and analyzing the reasons for the slow progress and disbursement of some projects, the Prime Minister requested investors and localities to improve their responsibility, determination, and efforts in implementation, including measures on personnel work.
The Prime Minister clearly stated that the progress of projects is due to the investor, ministries, branches, and localities building and registering, so it must be ensured to implement according to commitments, disburse 100% of the assigned capital plan; especially tasks to implement Conclusion No. 18-KL/TW of the Central Government; resolutely not to postpone, prolong, or adjust progress according to the plan without objective and legitimate reasons.
Currently, some projects require very urgent progress, especially projects that need to be completed in 2026, and must urgently focus on implementing very specific and synchronous solutions to ensure completion, as a basis for achieving 100% disbursement of public investment capital.
Regarding the high-speed railway project on the North-South axis, the Prime Minister requested localities to focus on accelerating the resettlement of independent projects on site clearance.
The Ministry of Construction urgently completes the review and promulgation of the system of standards, regulations, and economic - technical norms for high-speed railways; selects a consortium of international consulting contractors with capacity and experience to prepare a project feasibility study report and hire capable units and organizations to appraise the feasibility study report preparation work.
For the Lao Cai - Hanoi - Hai Phong railway project, the Ministry of Construction urgently approves the project feasibility study report, to be completed in October 2026; striving to start the main line in early 2027.
For the 2 Hanoi urban railway lines (Tran Hung Dao - Thuong Dinh and Nam Thang Long - Noi Bai), the Prime Minister requested the Ministry of Construction to coordinate with Hanoi City to continue directing relevant agencies and units to accelerate the progress of completing investment procedures as required, and promptly handle obstacles according to their authority according to regulations.
The Ministry of Finance directs the Airports Corporation (ACV) and related units to focus resources and accelerate the progress of the Long Thanh International Airport phase 1 project; pay attention to clearly identifying the specific list of each item and project to be completed in 2026 (including completion time, responsibilities of agencies) as a basis for monitoring, inspection, and urging.
