Attending the Conference were Mr. Mai Tuan Dat - Deputy General Director of BSR; Mr. Hoang Ngoc Tu - Deputy Director of Dung Quat Refinery; representatives of leaders of BSR's professional departments. On the side of the Quang Ngai Provincial Border Guard, there was Colonel Le Quoc Viet - Deputy Commander, along with representatives of professional units and border posts directly in charge of the area. The Conference also had the participation of Oil and Gas Security Joint Stock Company - the unit coordinating security protection for Dung Quat Refinery.
55 million safe working hours – the foundation for sustainable coordination
Speaking at the opening of the Conference, BSR Deputy General Director Mai Tuan Dat emphasized that so far BSR has reached nearly 55 million safe working hours. This is clear evidence of the continuous efforts of the enterprise in risk management, ensuring safety and security throughout the plant's operation. He expressed his belief that the new Coordination Regulation will continue to improve the effectiveness of coordination between the two forces, contributing to helping BSR complete and exceed safety and security targets in 2026 and the following years.

In the context of the security situation in the central coastal region containing many complex factors, the flow of ships serving seaport projects and import and export activities is increasing, Dung Quat Oil Refinery - a key national energy project - continues to be classified under special protection under the Oil and Gas Law and Government regulations.
Outstanding results in coordination in 2025
Reporting at the Conference, Mr. Nguyen Quang Hung - Head of the Environmental Safety Board of BSR said that in 2025, the coordination between BSR and the Border Guard of Quang Ngai province achieved many positive results. The two sides organized 350 patrols at sea with the participation of 1,520 officers and soldiers in key areas such as product export ports (Jetty), undocked oil spillways (SPM), oil pipelines and seawater drainage area U-034; and at the same time deployed 236 patrols ashore to promptly grasp the situation and prevent the risk of insecurity and disorder.

In the process of performing the task, the forces discovered and handled 62 cases of violations of the protection corridor of oil and gas projects, mainly basket boats, people diving underground or casting nets in prohibited areas. Legal propaganda work was promoted with direct access to more than 180 fishing households, issuing over 30,000 leaflets and brochures to raise community awareness.
Notably, during patrols, the border guard force has repeatedly detected strange objects, driftwood, unmanned baskets and promptly handled them, thereby preventing the risk of collisions or illegal encroachment that may affect the operational safety of the Factory.
New coordination regulations: Proactively control and protect energy security
Although the awareness of coastal residents has had many positive changes, there is still a small part who, for immediate economic benefits, intentionally infiltrate the protection corridor to catch seafood in key areas such as Jetty port, SPM and U-034 – where Dung Quat Refinery's strategic infrastructure is concentrated.
Speaking at the Conference, Colonel Le Quoc Viet - Deputy Commander of the Border Guard of Quang Ngai province affirmed that the border guard force will continue to resolutely handle strict violations, and at the same time promote propaganda to raise people's awareness of the level of danger as well as the legal consequences when encroaching on the safety corridor of oil and gas projects.

From the perspective of factory management, Mr. Hoang Ngoc Tu - Deputy Director of Dung Quat Refinery said that the expansion process of Dung Quat Economic Zone poses many new challenges for ensuring security and safety. On that basis, the new Coordination Regulation clearly defines the goal of shifting from "situation response" to "proactive risk control", through strengthening real-time data sharing, applying modern surveillance technologies such as sea radar, AI cameras, AIS automatic identification system and early warning mechanisms in high-risk areas.
Closing the Conference, Deputy General Director of BSR Mai Tuan Dat highly appreciated the spirit of responsibility and effective coordination of the two forces in the past time, and at the same time requested relevant units to urgently concretize the content of the new Regulations into practice. He emphasized: "Dung Quat Oil Refinery is a strategic asset of the nation. Protecting the Refinery is to contribute to protecting sea and island sovereignty, energy security and the country's economic interests".

The signing of the new Coordination Regulation by BSR and the Border Guard of Quang Ngai province not only opens up a deeper and more sustainable period of cooperation between the two sides, but also contributes to maintaining a safe sea for oil and gas activities, ensuring the supply - production - import - export chain of Dung Quat Refinery, thereby actively contributing to maintaining the stability of security in the central coastal region and firmly protecting the sovereignty of the Fatherland's sea and islands.
