Clause 1, Article 15 of Decree No. 329/2026/ND-CP stipulating the network security protection force (effective from August 19, 2026), stipulates the criteria, standards, and conditions for applying policies to attract talents to specialized network security protection forces as follows:

1. Subjects applying the policy of attracting talent according to this Article are people who do not yet belong to the specialized force for network security protection, are considered for recruitment, reception, arrangement, use or signing contracts to participate in performing tasks in the specialized force for network security protection, when meeting one of the following criteria, standards, and conditions:

a) Being an expert, scientist, engineer, programmer, data expert, artificial intelligence expert, code expert, electronics - telecommunications expert, semiconductor expert, quantum technology expert, malware analyst, digital investigation expert, network incident response expert or person with high professional qualifications in a field directly related to network security protection;

b) Having research works, inventions, solutions, products, software, platforms, models, practical results or professional achievements recognized by competent agencies, organizations or domestic and international professionals;

c) Being an excellent graduate, young scientist, talented young engineer, person with particularly outstanding achievements in studying, researching, competing, creating, and developing technology in a suitable industry or specialty;

d) Having particularly outstanding and superior achievements compared to the requirements of the expected position or having breakthrough initiatives and solutions, creating specific products and results of high value, making practical contributions to network security protection;

d) Have professional prestige, outstanding practical experience, and ability to solve complex, new, difficult, and urgent issues in the field of network security.

Thus, from August 19, 2026, the above-mentioned subjects will be applied the policy of attracting talent to the specialized force to protect network security.
