Clause 2, Article 16, Decree 326/2026/ND-CP stipulating the network security protection force (effective from August 19, 2026), stipulates as follows:

2. People under the payroll of specialized forces protecting network security or subject to preferential treatment and attracting talent, in addition to salary, allowance and other regimes according to the provisions of law, are considered for additional monthly support at one of the following levels:

a) Level 1, up to 100% of the salary level according to the current salary coefficient for cases of performing professional and nghiệp vụ tasks in specialized forces protecting network security, requiring qualifications, expertise and work results not covered by points b and c of this clause;

b) Level 2, up to 200% of the salary level according to the current salary coefficient for people directly performing tasks in the field of strategic advising on network security protection or strategic technology projects; directly performing tasks requiring professional qualifications, in-depth professional skills, organizing training and fostering network security protection; directly fighting against and preventing activities using cyberspace infringing national security, preventing and combating cyber espionage, cyber terrorism, cyber warfare, cyber crime; building and deploying important nghiệp vụ procedures requiring high security and technology; researching, developing, operating, and protecting systems, platforms, tools, strategic technology solutions serving network security protection, monitoring, analyzing, evaluating, and early warning of national cyber security threats; performing high-intensity tasks, on duty, ready, and handling urgently serving network security protection; organizing and performing tasks to protect important information systems on national security, ensuring data security, ensuring information security, ensuring information security, ensuring information security, ensuring information security, ensuring information security,

c) Level 3, up to 300% of the salary level according to the current salary coefficient for people directly researching, developing, mastering strategic technology applications, strategic technology products or new technologies that have a direct impact on national security; directly researching and developing technology products, solutions, models, projects, strategic projects with breakthrough value for network security protection; performing tasks with special security requirements, exceptionally high intensity, autonomous application, 24/7 emergency handling or tasks with a great impact on national security, social order and safety.

Thus, from August 19, 2026, people under the payroll of specialized forces protecting network security or subject to preferential treatment and attracting talent, in addition to salary, allowances and other regimes according to the provisions of law, are considered for additional monthly support according to the above levels.
