Subjects supported with study costs from the 2025 - 2026 school year

The Lao Dong Newspaper Legal Consulting Office replied:

Article 17 of Decree 238/2025/ND-CP (effective from September 3, 2025) on tuition fees, tuition exemptions, tuition support, learning costs and service prices in education and training stipulates the subjects eligible for study cost support as follows:

1. Preschool children, high school students, and trainees studying at continuing education institutions under the general education program are orphaned by both parents.

2. Preschool children, high school students, and students studying at continuing education institutions under the general education program are people with disabilities.

3. Preschool children, general education students, and students studying at continuing education institutions under the general education program whose father or mother or both father and mother or grandparents (in case of living with grandparents) are poor households as prescribed by the Prime Minister.

4. Preschool children, high school students, and students studying at regular educational institutions under the general education program that they and their parents or guardians (in case of residence with a guardian) have permanent residence and are studying at educational institutions in particularly difficult villages/hamlets, communes in region III of ethnic minority and mountainous areas, communes with special difficulties in coastal areas, coastal areas and islands as prescribed by competent authorities or studying at educational institutions in other localities as prescribed by local authorities in cases in particularly difficult villages/hamlets, communes in region III of ethnic minority and mountainous areas, communes with special difficulties in coastal areas, coastal areas and islands without educational facilities.

Thus, those who are supported with study costs are implemented according to the above regulations.
