Section II of Decision No. 700/QD-TTg dated April 20, 2026 of the Prime Minister approving the project to strengthen the training of cadres and civil servants in communes, wards, and special zones to meet the requirements of operating local governments at 2 levels in the period 2026 - 2031, stipulates the subjects, scope, and implementation time of the project as follows:

1. Subjects: Cadres and civil servants working in Party agencies, People's Councils, People's Committees in communes, wards, and special zones.

2. Scope: Applied to commune-level cadres and civil servants nationwide.

3. Implementation time: Implement the specific goals and tasks of the Project from 2026 to the end of 2031.

Article 1, Section IV of Decision No. 700/QD-TTg of the Prime Minister approving the project to strengthen the training of cadres and civil servants in communes, wards, and special zones to meet the requirements of operating local governments at 2 levels in the period 2026 – 2031 stipulates the content of training in the period 2026 - 2028 as follows:

a) Professional knowledge training for commune-level officials and civil servants who do not meet the professional and nghiệp vụ requirements of the job position (new) arranged at the commune level when operating the local government at 2 levels.

- Implementation time: 03 months.

Commune-level cadres and civil servants who are sent for training and have a certificate of professional knowledge training in a specialized field are considered to have met the professional qualification requirements for new job positions, assigned new tasks or supplemented new tasks and the requirements for regulations on the capacity framework of job positions for commune-level cadres and civil servants.

b) Professional, nghiệp vụ and skills training

- Training knowledge and skills in state management for leadership and management titles according to the Program of the Ho Chi Minh National Academy of Politics.

- Training general knowledge on state management to meet the requirements of operating local government at 2 levels for professional civil servants at the commune level, training time: 02 weeks.

- Professional, nghiệp vụ, and skill training to meet the requirements of operating local governments at 2 levels, training time: Each course is from 02 to 05 days, specifically:

+ Professional and nghiệp vụ training for new, difficult, and key contents by industry and field (especially contents on socio-economic development planning; public investment project management; finance; bidding; land; construction order; social security policies; community tourism; social risk management; digital economy in agriculture and rural areas; complaints and denunciations...); Party work nghiệp vụ (for cadres and civil servants in the Party bloc).

+ Training complementary skills to serve advice, perform tasks, and public duties for commune-level cadres and civil servants, such as: Making decisions at the grassroots level, administrative procedures, administrative communication, resolving conflicts and interacting with people; exploiting and using data, digital records and digital tools in work management...

+ Focus on fostering according to titles and issues; situation handling capacity; fostering according to local practice.

Thus, in the period 2026 - 2028, commune-level cadres and civil servants who do not meet job position standards will be trained in professional and specialized knowledge as above.
