Deputy Prime Minister Pham Thi Thanh Tra has just signed Directive No. 14/CT-TTg dated April 22, 2026 of the Prime Minister on promoting training and evaluating digital knowledge and skills for cadres, civil servants, and public employees (CBCCVC).
According to the directive, there is still a situation where CBCCVC have not proactively studied and improved digital knowledge and skills to serve their work; CBCCVC have not used digital tools, platforms, and services well in the process of performing tasks and performing official duties, leading to low work productivity, not meeting the requirements of the new stage.
To rectify and overcome the above situation, the Prime Minister requests the implementation of the following contents:
The goal of fostering digital knowledge and skills of CBCCVC is to ensure that by the end of 2026, 100% of CBCCVC have knowledge of digital transformation, digital knowledge and skills, and use digital platforms and services well to serve their work.
Ensuring that from 2027 and the following years, 100% of CBCCVC complete digital knowledge and skills training according to the program, updated learning materials, and use digital platforms, tools and services well, meeting the requirements of the job position.
Ministries, ministerial-level agencies and People's Committees of provinces and cities promote propaganda, raise awareness of agencies, units and staff about the necessity of learning, improving and evaluating digital knowledge and skills.
CBCCVC holding leadership and management positions must be exemplary and serious in studying, improving their qualifications and digital skills, considering this as a regular and important task.
Use the "Digital Literacy" platform specifically as follows:
Year 2026: Use the learning materials issued under Decision No. 522/QD-BGDDT dated March 10, 2026 of the Minister of Education and Training to organize for CBCCVC to be proactive, self-study, and develop digital knowledge and skills; evaluate and certify CBCCVC to complete their studies.
Year 2027: Develop, promulgate and publish digital knowledge and skills programs and materials for officials, civil servants and public employees to be proactive, self-study, and train, meeting job position requirements; evaluate and certify officials, civil servants and public employees to complete digital knowledge and skills programs and materials according to regulations.
In the following years, update and post programs and learning materials for officials, civil servants and public employees to be proactive and self-study; evaluate and certify officials, civil servants and public employees to complete the program and learning materials on digital knowledge and skills according to regulations.
The Ministry of Science and Technology develops virtual assistants to support digital knowledge and skills learning for CBCCVC based on natural language processing technology. The system uses artificial intelligence to personalize learning content, ensuring an experience suitable for the level and needs of each user. Completed in 2026.
The Ministry of Public Security operates and maintains the "Digital People's Education" platform, integrated with VNeID.
Decentralize and guide ministries, ministerial-level agencies and People's Committees of provinces and centrally-run cities to use the "Digital People's Education" platform to perform assigned tasks. Complete before May 31, 2026.
